  1. Ministry of Lands, Housing and Urban Development has received funds to be used for the acquisition of Consultancy Services
  2. The Entity invites sealed bids from eligible bidders for the provision of the above supplies
  3. Bidding will be conducted in accordance with the open Open Domestic Bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.
  4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 08:30 AM - 05:00 PM .
  5. The Bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 8(b) and upon payment of a non-refundable fee of 0 UGX. The method of payment will be N/A

    The Ministry of Lands, Housing and Urban Development has allocated funds from its budget towards the preparation of a Regional Physical Development Plan for the Northern Corridor. The Corridor emerged from Spatial Analysis of the National Physical Development Plan 2 and Uganda’s Vision 2014. An analysis of these two documents reveals a clear economic corridor based on proposals for transport and industrial infrastructure in the region. The area is also traversed by a transport corridor under the Northern Corridor Infrastructure Projects (NCIP), an initiative of the Governments of Kenya, Uganda, Rwanda, South Sudan, and most recently joined by Ethiopia. The key existing and proposed infrastructure traversing the area include international roads connecting the Eastern part of DR Congo and South Sudan to the East African coastline. It is also crossed by proposed Standard Gauge Railway (SGR) connecting to the two countries. Gulu, the region’s most significant urban centre, and Lira, her southern rival, have significant location advantages. These will be central to the region’s development. Geographically, the Region will include all northern Uganda, the whole area above River Nile, excluding West Nile, Teso and Karamoja. The primary objective of this consultancy is to prepare, through a participatory process, a Regional Physical Development Plan for the Northern Uganda Economic Corridor to provide a spatial backbone for integrated spatial development of this region. The specific objectives of a Regional Physical Development Plan for the Northern Corridor, shall, among other activities, include: 1. Generate alternative spatial development concepts illustrating broad land use concepts, settlement development strategies, key environmental management strategies and the primary internal transportation network; all derived from an inventory and assessment of the environmental, socio-cultural, economic opportunities, existing problems/ constraints and potential components of the spatial system of the Northern Corridor. 2. Proposing actions and alternatives for the present and future land use development that will stimulate sustainable development in the region and develop detailed development proposals and implementation strategies 3. Undertake basic environmental scoping exercise to determine any significant adverse impacts that are likely to arise from implementation of the proposals and formulate mitigation measures as required. While doing the above, the consultant shall bear in mind and be guided by the fact that the region in question handles a substantial volume of intra-regional trade. The subsequent plan shall therefore aim to transform the Northern Uganda Economic Corridor into an area that offers internationally competitive transit transport services, promotes national and regional trade and integration, and provide opportunities for private sector investments along the Corridor. The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) Consultants may associate to enhance their chances of qualifications. . The short listing criteria are: I. Minimum of ten years’ experience in Physical Planning work. II. Work experience in at least 3 similar assignments undertaken in national and/or regional (sub-national) physical development/spatial planning. III. A multi-disciplinary team of professional and technical personnel led for the full term of the project by a Physical Planner with extensive experience in physical planning and project management. The consultant`s team composition and qualification requirements for the key Personnel shall satisfy the following requirements: 1. Physical Planner (Team Leader) The consultant’s team will be led by a team leader. The team leader, in addition to holding a graduate degree in Spatial Planning or a closely related field shall be an accredited Physical Planning consultant registered with the National Institute of Planners in Uganda or an equivalent body outside the country. He/She should have skills in preparing Physical Plans at regional or at least Sub-regional level, experience in embedding these in other Development Plans and setting up implementation mechanisms. Minimum years of experience for the team leader in Sub-Saharan Africa should be ten years. 2. Development Economist A basic degree in economics or closely related subject and not less than five years’ experience in undertaking economic development strategies and projects, economic and financial projections and appraisals, and long term planning of financing of development. 3. Infrastructure Planner A basic degree in an aspect of infrastructure design and planning and an experience of not less than five years’ experience of infrastructure, transport, energy, water, waste management planning at macro level including costing, financing and programming, with experience of working with institutions financing development. 4. Environmental Planner A basic degree in science, Natural Science , Environment Engineering or engineering or the environment. He/she should have not less than five years’ experience in Environmental Planning at regional scale, and Strategic Environmental Assessment in Sub-Saharan Africa. 5. Sociologist A basic degree in Sociology, Social science, Arts or other relevant qualification. He/she should have not less than five years’ experience in the carrying out of socioeconomic surveys, projections and urban and rural settlement policies, studies and other relevant expertise. 6. GIS Expert A basic degree in geography or related subject and HE level certificate or similar in GIS or related skills in acquisition, storage, management, analysis, and visualization of spatial data, developing, aligning, geo-referencing digital spatial data and data bases. IV. Work experience in at least 2 assignments in a developing country, preferably in Sub-Saharan Africa, which is an added advantage. The short listing exercise will be conducted in accordance with the prequalification procedure specified in the Procurement and Disposal Regulations (2003) of the Government of Uganda. The Firms responding to this invitation should provide a Capability Statement that shall include, but not limited to the following: - a) Company Profile b) Company Legal Status c) Experience in planning, including experience in infrastructure planning d) Any other relevant information that may demonstrate the firm`s capability. e) Detailed proposed staffing and a brief summary of the qualifications and experience of the persons proposed for the assignment. f) In case of Joint Venture submissions, details of the roles of the different parties.
