  1. National Water & Sewerage Corporation has received funds to be used for the acquisition of PROVISION OF SMS SERVICES FOR A PERIOD OF TWO (02) YEARS
  2. The Entity invites sealed bids from eligible bidders for the provision of the above supplies
  3. Bidding will be conducted in accordance with the open Open Domestic Bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.
  4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 08:00 AM - 05:00 PM .
  5. The Bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 8(b) and upon payment of a non-refundable fee of 200,000 UGX. The method of payment will be CASH AT ANY LOCAL BANK
  6. Bids must be delivered to the address below at 8(c) at or before Tuesday, 14 Jun, 2016 . All bids must be accompanied by a bid security of 30,000,000 UGX or a bid securing declaration. Bid securities or bid securing declarations must be valid until Tuesday, 14 Jun, 2016 . Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 8(d) on 14/06/2016

    BACKGROUND National Water and Sewerage Corporation would like to acquire cost effective affordable SMS services to add value to the services the corporation offers its customers and staff. PURPOSE OF THE ASSIGNMENT The objective of this assignment is to provide SMS services to all the areas managed by NWSC to enable them communicate with their respective customers if and when the need arises. The SMS service will also be used by the various divisions in NWSC to add value to their respective tasks. Description of the scope The Scope of activities will start from the installation and testing of the SMS platform at the headquarters of NWSC and complete with the installation and successful testing of the SMS platform in all the Areas managed by NWSC. A detailed set of activities will include: 1.1 Installation of the SMS platform at the premises of the NWSC headquarters. 1.2 Testing of the SMS platform against the attached SMS requirements of NWSC. 1.3 Successful test will lead to the deployment of the platform and use of the SMS service at the headquarters, Kampala Water, and all NWSC operational areas. 1.4 Maintenance of the installed SMS platform throughout the corporation Minimum experience and technical requirements: - The service provider must have a minimum experience of at least Four years in providing SMS services through all the available telecom networks with high quality and availability of service. - The service provider will not selectively provide SMS services through only certain telecom networks of his choice and exclude other networks. - The service provider will be required to demonstrate provision of reliable and fast SMS services through all the telecom networks available, by demonstrating that their platform can send SMSs to all networks and receive SMSs from all networks reliably and fast. - The Service provider must also be able to provide SMS services to all the towns managed by NWSC. - The Service provider should be able prove that they have agreements to connect direct with all the telecoms SMS Gateways. - The service provider must provide evidence of experience in integrating their sms platform with system and network monitoring platforms from at least 2 organisations with network and system monitoring platforms. - The service provider must provide evidence of experience in integrating their sms platform with E-payments platforms from at least 4 organisations having E-Payments/E-Collections platforms, preferably utilities or service providers. - The service provider must have at least reference letters in the above integrations. Description of SMS Services Required: The service provider should be able to demonstrate all the available SMS services they are able to render to NWSC. However the minimum SMS services required from the service provider by NWSC include: (i) Bulk SMS Services: The service provider should be able to provide bulk SMS services to NWSC. The bulk SMS services should be reliably provided through all the available telecom networks in Uganda. (ii) SMS Gateway: The service provider must be able to provide an SMS gateway at the premises of NWSC through which all SMS traffic from the areas and branches of the corporation should be routed. Consequently, the service provider should be able to provide a client application at the areas and branches that can be used by the areas to manage their own clients and SMS accounts. (iii) Incoming SMS Services: The service provider should be able to provide a platform onto which NWSC can run and manage an incoming SMS service through which NWSC’s customers can request for SMS content from NWSC. The service provider should be able to demonstrate that messages from all the available networks in Uganda can be reliably and promptly received by the above mentioned incoming SMS service. This shall also be used for internal SMS among Staff. (iv) Audio SMS Services: The service provider should be able to provide audio SMS services concurrently with or as an alternative to the text SMS services suggested in (i) above. (v) Area Autonomy: The SMS platform provided by the service provider should enable all NWSC Areas to have autonomy and manage their own customers without viewing and interfering with the operations of the other areas. Each area should have its own account within the platform through which it manages its customers. However this account should be accessible and monitored centrally. (vi) Information Security: The service provider should demonstrate that the transmission of SMS through the SMS platform is secure and conducted using the latest security technology available. (vii) Data Confidentiality: The Service provider should not have access to, and/or collect any information about NWSC’s customers. The SMS platform should enable NWSC locally manage all data about its customers. (viii) Pricing: The service provider should provide a clear pricing structure to NWSC indicating the cost and/or rates of the outgoing SMS, incoming SMS, the SMS platforms, and any other related costs to be incurred by both NWSC and NWSC’s customers. The deployment installation and testing / expected date of completion The deployment and testing of the SMS platform and service should be completed within 30 days from the date of contract effectiveness. The hours of work when the service provider will have access to the building during the installation During the deployment and testing of the SMS service, the service provider will have access to the site from 8:00am to 5:00pm East African Standard Time. On weekends and public holidays upon prior arrangement with the client, the service provider will be allowed from 9:30am to 5:00pm East African Standard Time. Unless otherwise requested, these hours will be adopted as the recommended hours of work. Facilities to be provided by National Water and Sewerage Corporation National Water and Sewerage Corporation will provide the following to ease the installation: - The sites - Building Premises, - Internet connectivity, - Electric Power, and - Computer servers onto which the SMS platform will be deployed The equipment provided by the supplier should not necessitate additional requirement to modify the existing network equipment already installed in the existing network. Viruses NWSC shall endeavour to protect its Local Area Network from computer viruses at all times. The service provider shall not be responsible for any damage or loss or liability that may be caused by computer viruses to NWSC or a third party corresponding with NWSC unless the virus is proved to the satisfaction of the service provider to have been introduced during the installation of the service provider’s Services and which are beyond the reasonable control of the Client. Software Licenses NWSC acknowledges that international copyright, patent and trademark law protects computer software. The service provider should therefore ensure that all the software and associated components provided to NWSC should have valid licences and do not infringe any patents, trademarks or copyright laws both nationally and internationally. Security NWSC shall not use or permit its authorized users to use the SMS services in ways that infringe the rights of other users of the service provider Services or violates the laws of Uganda. Payment Schedule: The payment schedule shall be: after 60 working days of receipt of the invoice and the relevant documents (A copy of the Agreement, Certified SMS Log and Certificate of performance provided by NWSC Contract Manager) Relation of the parties Nothing contained in this TOR shall form a master/servant or principal/agent relationship between the parties
