  1. Ministry of Lands, Housing and Urban Development has received funds to be used for the acquisition of Consultancy Services for Development of Land Acquisition, Resettlement and Rehabilitation Policy (LARRP)
  2. The Entity invites sealed bids from eligible bidders for the provision of the above supplies
  3. Bidding will be conducted in accordance with the open Open Domestic Bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.
  4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 08:30 AM - 05:00 PM .
  5. The Bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 8(b) and upon payment of a non-refundable fee of 0 UGX. The method of payment will be N/A
  6. Bids must be delivered to the address below at 8(c) at or before Thursday, 05 May, 2016 . Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 8(d) on 05/05/2016
  7. There shall not be a pre - bid meeting

    1. The Ministry of Lands Housing and Urban Development (MLHUD) with support from the Uganda Support for Municipal Infrastructure Programme (USMID), is in the process of developing the Land Acquisition, Resettlement and Rehabilitation Policy (LARR). Noting that resettlement is an inter-sectoral issue, the MLHUD will take a leading role in the LARR development process due to the centrality of land issues and its mandate to handle land issues, but will also recognized the role of other MDAs like the Department for Disaster Preparedness responsible for re-settlement, persons affected by disaster, internally displaced persons and refuges in the Office of the Prime Minister. The development and implementation of LARR will provide the framework with guidelines for timely, adequate and efficient action to address, minimize and mitigate, adverse impacts, specifically those resulting from involuntary resettlement. This policy is crucial to balancing private rights and the development needs. The policy will ensure that project affected persons improve or at least restore their economic and social status through compensation for their losses, and rehabilitation by rebuilding their assets and livelihoods to enjoy at least the same standard of living as they had before the project. 2. The consulting services (“the Services”) include Development of the Land Acquisition, Resettlement and Rehabilitation Policy (LARRP). 3. The consulting services are expected to take 12 calendar months. 4. The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. 5. Interested Consultants should provide information in form of brochures, company profiles, etc., demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants should indicate their interest in providing the Services by responding to this request for expression of interest. 6. The Expression of Interest will be evaluated based on the Public Procurement and Disposal Act and Regulations (2003 and as amended) and each Firm will need to submit 5 copies of the documents (soft copy [PDF] & hard copy). 7. The short listing criteria: Firms shall be evaluated based on the following criteria: (i) Eligibility requirements including: a. Valid practicing and/or trading license 2016 or its equivalent, b. Certificate of incorporation or Registration c. Company documents including Memorandum and Articles of Association. (ii) General Experience of the firm of at least ten (10) years in Land Management, Policy Analysis and Development. (iii) Specific Experience of at least three (3)years in execution/ development of Land Acquisition, Resettlement and Rehabilitation Policy (LARR); (iv) Presence of skills among the consultant’s personnel and in adequate numbers in the following areas: a. Team Leader / Institutional Development Expert (1) Post graduate in Land management and valuation or Land Economics, 10 years of proven experience in public policy development; in at least 3 of the following areas: (i) land acquisition and valuation; (ii) resettlement and rehabilitation, compensation assistance and livelihood assistance; (iii) Resettlement Action Plan studies and their implementation and monitoring; (iv) knowledge in international best practices in land acquisition and its attendant measures. b. Legal Expert (1) Bachelor of Laws, 5 year proven experience in Land laws, Land rights administration, land acquisition, valuation, and related legal drafting c. Social Development Specialist (1) Post graduate in social sciences or related discipline, 5 years of proven experience in socio- economic and livelihood assessment, analysis, interpretation and implementation assistance. d. Natural Resource Expert (1) Post graduate qualification in Natural resources management, 5 years’ experience in disaster management and climate change risk assessment, risks due to displacement as a result of reclamation, extractives and climate change induced disaster management. Knowledge of land management is a must. e. Land Valuer (1) Post graduate qualification in Land related discipline. Bachelor’s Degree in Land Economics or its equivalent. A registered surveyor of Uganda. At least five (5) years’ experience in property valuation especially in Resettlement Action Plan implementation. 8. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. However the EOI should specify the nature of association i.e. whether joint venture or sub-consultancy. 9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
