TOTAL E&P UGANDA, an Oil and Gas Exploration and Production Company on behalf of Contract Area 1 Joint Venture Partners, TULLOW UGANDA LIMITED and CNOOC UGANDA LIMITED and TULLOW UGANDA OPERATIONS PTY LIMITED on behalf of Licensed Area 2 Joint venture Partners, TOTAL E&P UGANDA and CNOOC UGANDA LIMITED, require the services of an experienced and reputable engineering contractor to provide site preparation (designated as Early Works hereafter) and infrastructure works Design Services in respect of the development of the Upstream Buliisa Project, Lake Albert Basin, Republic of Uganda. 

GENERAL FIELD DEVELOPMENT DESCRIPTION: The Buliisa oil and associated gas development is located in the Northern area of Lake Albert in Uganda, and covers the fields in Contract Area 1 and the Northern part of Licensed Area 2. The major development surface facilities include the followings: a) the well pads (36) and the upstream gathering network b) the Central Processing Facility (CPF) with integrated Tank Farm c) Victoria Nile River crossing with Block Valve Stations in each shore d) the water abstraction pipeline (from the Lake Albert to CPF) with dedicated Pumping Station e) the associated supporting infrastructure (camps, roads etc.) The Early Works & Infrastructure works for which Design Services are to be provided: a) Site Preparation, including earthworks, area 

fencing and drainage for all above project zones b) Concrete works for the well pads: cellar pits, drilling support slab, conductor pipe c) Logistical infrastructures and roads: creation or upgrade of new roads to the CPF and to well pads, creation of Nile crossing, upgrade d) Well pads, creation of Nile crossing, upgrade of airstrip. The Services will include, but not be limited to: a) To complete the Upstream Buliisa Early works & Infrastructure engineering dossier (project specifications, drawings, calculation notes, datasheets... ) b) To produce the CAPEX (CAPital Expenditure) Cost Estimation. c) To produce a comprehensive project schedule d) To produce the Call For Tender (CFT) Technical dossiers for the subsequent Execution Contracts. MINIMUM REQUIREMENTS: a) Experience of OHSE policy, procedure and process in compliance with IFC Performance Standards and international industry standards b) At least 10 years similar Engineering and Design experience in Earth & Civil Works design in Africa or worldwide c) Fully certified and experienced personnel, and their availability d) Equipment required for the services compliant to the industry standards e) Financial capability to deliver the services f) Commitments to National Content requirements of the Government of Uganda
