INVITATION FOR PREQUALIFICATION

PROCUREMENT OF PLANT, DESIGN, SUPPLY AND INSTALLATION FOR GULU - AGAGO - AGAGO HPP 1 32KV OVERHEAD TRANSMISSION LINE AND ASSOCIATED 132/33KV SUBSTATIONS

PROCUREMENT REFERENCE NO: UETCL/WORKS/2016/00017

  1. The Uganda Electricity Transmission Compafjjy'Ltd (The Employer) has received financing from KfW towards the cost of th'efeesign, Supply and Installation of the GULU - AGAGO - AGAGO HPP i32kV Switchyard Overhead Transmission Line and Associated l32/33kV Substations.
  2. The Employer now invites sealed applications from contractors for prequalifi-cation for the following works:
  1. Construction of approximately 83km double-circuit l32kV transmission line between Gulu 132/33W substation and Agago l32kV HPP switchyard via the proposed Agago i32/33kV AIS substation (about 32km from Aga­go HPP l32kV Switchyard). The transmission line shall be double circuit line with two earth wires (OPGW and Steel EW).
  2. Construction of the two 132W bays extension at Gulu l32/33kV substa­tion. 2xl32kV line bays with associated control, protection, metering, communications equipment, and required civil works. Gulu 132/33kV substation busbar will be extended by the EPC Contractor to introduce the extension bays.
  3. Construction of the proposed Agago !32/33kV AIS substation with double bus outdoor configuration, nine i32kV bays (two line bays to Gulu, two line bays to Agago HPP i32kV Switchyard, two equipped line bays for the future interconnection with Kitgum Substation, two power transformer bays (2*40 MVA l32/33kV) and 132W bus coupler bay). In addition, construction of 33kV Indoor single bus GIS switchgear in two rooms for UETCL (6 equipped bays) and the Distribution Company (9 equipped bays on two sections). The protection, communication, control equipment, AC and DC auxiliary systems as well as office facilities, access roads and other civil works, etc. are inclusive in the scope
  4. Construction of the two 132W bays extension at Agago HPP I32kv Switchyard. 2xi32kV line bays with associated control, protection, me­tering, communications equipment, and required civil works. Agago HPP i32kV Switchyard bus bar will be extended by the EPC Contractor to in­troduce the extension bays.
  5. The communication equipment upgrades all the way to the National Control Centre in the existing "Lira, Opuyo, Torroro, Nalubaale" Substa­tions as well as at'fhe National Control Centre/Lugogo.

3.    The Works to be executed in accordance with this contract include, but are not limited to the following:

  1. Manufacturer's Drawings and Design,
  2. Manufacturing and Procurement,
  3. Shop Tests,
  4. Packing, Transport, Insurance and Delivery of Plant and Equipment,
  5. Civil Works,
  6. Erection, Assembling and Installation,
  7. Site Testing and Commissioning,
  8. Supply of Spare Parts and Special Equipment & Tools,
  9. Supply of Operating and Maintenance Manuals,
  10. Training of Employer's Personnel
  11. Overall Project Management.
  1. All works shall be designed, manufactured, installed, tested and commissioned in accordance with the national and international standards, regulations, envi­ronmental requirements, design guides and practices.
  2. Participation in the prequalification process, financed from the above identi­fied source, is open to Ap-plicants from all countries, which must satisfy the following minimum criteria:
  • Long term proven capability for performing works of similar nature and magnitude;
  • Solid financial basis;
  • Provide evidence satisfactory to the Employer of their eligibility and of their capability and adequa-cy of resources to carry out the contract effectively.
  1. The applicants must demonstrate to the Employer that they substantially sat­isfy the prequalification requirements regarding experience, financial position and litigation history; submissions required should detail general and specific experience, financial position, non-performing history, current obligations and pending awards etc.
  2. Tendering and contracting will be conducted through the procedures as speci­fied by the KfW and is open to all eligible bidders as defined in the guidelines.
  3. The Employer may reject the application if the level of the confirmed commit­ments to be carried out in parallel with the Contract exceeds the applicant's annual turnover for the previous year by a factor of 1.2.
  4. The proceeds of the Agency's loan will not be used for the purpose of any pay­ment to persons or enti-ties, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
  5. Prequalification documents may be obtained from the address below upon payment of a non-refundable fee of US$ too. The method of payment will be cash, bank draft or telegraphic trans-fer in the name of the Uganda Electricity Transmission Company Limited. (The account number will be given on •request).
