CRITICAL OIL ROADS PROJECT

REQUEST FOR EXPRESSION OF INTEREST

CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION OF DESIGN AND BUILD CONTRACTS

1. The Government of the Republic of Uganda represented by the Uganda National Roads Authority (UNRA) has allocated funds for Upgrading of Critical Oil Roads to facilitate the start of production by the year 2020. It seeks to utilize part of these funds towards Provision of Consultancy Services for Construction Supervision of the following Design and Build Projects:

1. Lot 1: Lusalira-Nkonge-Lumegere Road (55 Km)
2. Lot 2: Lumegere-Sembabule and Kyotera-Rakai Road (60 Km)
3. Lot 4: Kabale-Kizirafumbi, Hohwa-Nyairongo-Kyarushesha and Kaseeta-Lwera via Bugoma Forest (54 Km)
4. Lot 5: Buhimba-Nalweyo-Kakindu-Kakumiro-Mubende Road (51 Km)
5. Lot 6: Bulamagi-lgayaza-Kakumiro Road (42 Km)
6. Lot 7: Masindi (Kisanja)-Park Road Junction (84 Km)
7. Lot 8: Packwach (Tangi Junction)-Paraa-Buliisa (66 Km)

2. The services to be performed under these projects shall comprise:

1. Review of Contractor's Designs and Construction approach and methodology, and where necessary undertaking Incidental Designs;
2. Supervision of all Construction works;
3. Facilitation of Implementation of Environment and Social safeguards;
4. Monitor the physical progress and financial status for the Construction of the project;
5. Monitoring the acquisition of land, and;
6. Transfer knowledge to UNRA staff.

3. The Uganda National Roads Authority (UNRA) now invites eligible Consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Foreign firms must associate with local firms
4. Consulting firms may associate with other firms on thebasis of joint venture or sub-consultancy to enhance their qualifications with a clear indication of the type of association as joint venture or sub-consultancy.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Uganda Public Procurement Procedures, which is available on the PPDA's website at http://www.ppda.go.ug. The Detailed evaluation to assess the competency of the firm will be based on Experience in similar assignments under similar conditions and availability of appropriate skills.
6. Consulting firms may apply for a maximum of THREE (3) LOTS but will be shortlisted for TWO (2) LOTS.
7. Interested consultants may obtain further information at the address below during office hours between 0900 hours and 1700 hours on working days.
8.  Expressions of interest in English in one (1) Original and two (2) copies must be hand-delivered to the address below by 3rd March, 2017 at 1100 hours and mention "Consultancy Services for Construction Supervision of Design and Build Contract: Lot........         " (Consultant to state the Road/ Lot). Bid#-will be opened in the presence of the applicants' representative who choose to attend at the address below on 3rd March, 2017 at 1130 hours.

Applications submitted by any other means will not be considered.
