  4. The short listing criteria will include: 1. The Government of Uganda received financing from the International Development Association (IDA) towards the cost of the Agricultural Technology and Agribusiness Advisory Services (ATAAS) project. The project is structure in four components; (i) Developing Agricultural Technologies and Strengthening the National Agricultural Research System; (ii) Enhancing Partnerships between Agricultural Research, Extension and Stakeholders; (iii) Strengthening Agricultural Support Services; and (iv) Program Management, Coordination and M&E. The overall development objective of ATAAS is to sustainably increase agricultural productivity and incomes of participating households. To achieve this objective, there is need to intensify agricultural production, while decreasing pressure on the natural resource base. This requires concerted effort in the dissemination; up scaling and promotion of appropriate agricultural technologies. Agricultural technologies are generated, adapted and/or demonstrated at the Zonal Agricultural Research and Development Institutes (ZARDIs) situated across the nine agro-ecological zones. Whereas these ZARDIs are mandated to adapt and demonstrate improved technologies, this is undertaken on limited scale. Specific effort and human resource needs to be deployed at the ZARDIs to particularly support and lead technology dissemination, promotion and up scaling activities. This will provide the critical interface between research and extension to ensure improved technology, information and knowledge availability, access and utilization among the end-users. It is against this background that MAAIF would like to use part of the project funds to recruit and deploy technology link officers at the ZARDIs to not only enhance the delivery of project objectives and but specifically enhance improved technology availability, access and utilization among the farming households. 2. Objective of assignment The objective of the assignment is to ensure enhancement of partnerships between agricultural research and other stakeholders for increased access and utilization of improved agricultural technologies. 3. Specific Objectives a) To support increase availability, access and utilization of improved agricultural technologies b) To provide a functional feedback and forth mechanism among technology stakeholders (technology generation/development and utilization). 4. Roles and Responsibilities In executing their respective assignments, the technology link officers will carry out a range of duties and responsibilities including but not limited to the following: i. Support and facilitate meetings of stakeholders for demand articulation and priority setting and planning for agricultural research and development activities. ii. Establish and maintain an inventory of new technologies coming out of research that are relevant to the zone iii. Facilitate establishment and provide support for the operations and functionality of MSIPs. iv. Work closely with private sector and farmer organizations support seed multiplication to establish a sustainable seed supply system v. Coordinate and support establishment for adaptive Research and technology dissemination and promotion activities in the districts in the zone. vi. Guide and support establishment of technology demonstrations. vii. Guide and support technology up-scaling including identification of host farmers for technology multiplication. viii. Support and facilitate stakeholder review meetings for agricultural development in the zone. ix. Collect and compile all relevant data relating to performance of new improved technologies developed by research and provide feedback to NARO on their performance in the zone. x. Provide technical backstopping of activities at District and Sub-county level in liaison with ZARDIs/NARO and MAAIF. xi. Coordinate and support all farmer pre-season and other training activities related to technology demonstration and promotion in the zone. xii. Act as a link between technology development and use and/or adoption in the zone. 5. DELIVERABLES: a) Developed and well-maintained catalogue/database of improved agricultural technologies for dissemination to end-users. b) Functional platforms for stakeholder engagement along the commodity value chains. c) Detailed profile of all actors in the agriculture subsector in the zone d) Adaptive Research trials and demonstrations. e) Established technology multiplication sites. f) Farmer training and sensitization undertaken. g) Maintained catalogue of issues affecting and/or enhancing agricultural production and productivity in the zones. 6. EDUCATION QUALIFICATIONS: An Honour degree in agriculture, agricultural extension, rural innovation, agricultural development or related discipline and a postgraduate qualification in a relevant field 7. PROFILE OF THE CONSULTANT The successful consultant for this assignment must: a) At least three (3) years experience in the fields of agricultural extension, agronomy, and farmer organization and development. b) Experience in technology up scaling and demonstration and dissemination including use of rural development approaches is an added advantage. 8. FUNCTIONAL COMPETENCIES The Consultant must also demonstrate the following functional competencies: a) Knowledge and ability to establish adaptive research trials and technology demonstrations b) Ability to communicate effectively, both orally and in writing, is required to obtain, evaluate and interpret factual data and to prepare accurate and complete reports and other documents c) Demonstrate openness to change and ability to manage complexities d) Demonstrated experience in facilitation and training skills 9. TIME FRAME The estimated duration of the assignment is for a period of one (1) year (with possibility of extension) effective from the date of award. 10. SUPERVISION AND REPORTING The consultant will report to the ZARDI director as his immediate supervisor on technical issues. S/he will also report to the Director Agricultural Extension Services or designated officer at MAAIF on technical and administrative issues the ATAAS Project Coordinator on financial issues. The consultant will provide monthly reports on the progress of the assignment.
