  1. The has allocated/received funds from Donar to be used for the acquisition of the consultancy services described below.
  2. The now invites eligible consultants to submit sealed expressions of interest for

    Reference No: MLHUD/ARSDP/SRVCS/16-17/00749 1. The Government of Uganda has received financing from the World Bank under Albertine Region Sustainable development project (ARSDP) and would like to use part of it for consulting services for Mid Term Review for the above project. 2. The consulting services (“the Services”) include assessment of the results achieved by Mid-term and to recommend any necessary adjustments to project design for the remaining project lifetime and ensure the project remains on course to achieve its intended objectives. 3. The consulting services are expected to take 4 calendar months. 4. The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. 5. Interested Consultants should provide information in form of brochures, company profiles, etc., demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants should indicate their interest in providing the Services by responding to this request for expression of interest. 6. The Expression of Interest will be evaluated based on the Public Procurement and Disposal Act and Regulations (2003 and as amended) and each Firm will need to submit 5 copies of the documents (soft copy [PDF] & hard copy). 7. The short listing criteria: Firms shall be evaluated based on the following criteria: (i) Eligibility requirements including: a. Valid practicing and/or trading license 2017 or its equivalent, b. Certificate of incorporation or Registration c. Company documents including Memorandum and Articles of Association. d. Copies of National Identity cards of all the Directors of the company. (ii) General Experience of the firm of at least ten (10) years in undertaking assignments of a similar nature. Sure assignments should include carrying out project reviews, institutional development activities, institutional and organizational audits and project design. Experience in undertaking similar activities in infrastructure projects is an added advantage. (iii) Presence of skills among the consultant’s personnel and in adequate numbers in the following areas: a. Team Leader / Institutional Development Expert (1) i. A holder of a Bachelor’s degree in Business Administration, Economics, Engineering, Urban/Physical Development or Project management and Planning. ii. A Master’s degree in any of the above fields. iii. At least 10 years relevant experience in managing consultancy teams working on project designs, project reviews, institutional and performance assessments, Project audits etc. with knowledge of implementation of World Bank funded projects. b. Monitoring & Evaluation Expert (1) i. A Bachelor’s degree in a relevant field such as Economics, statistics and Management from a recognized university plus a post graduate qualification in a relevant field. ii. Should have at least 10 years of relevant experience with knowledge of local government service delivery policy development and management. c. Civil Engineer (1) i. He/she shall have at least a Bachelor’s degree in Civil Engineering plus a Post graduate qualification in engineering or other relevant field. ii. Registered Engineer with UIPE and ERB. iii. Should have a minimum of 10 years relevant working experience with knowledge of design and implementation of donor funded projects is required. d. Physical Planner/Urban Development Expert (1) i. A Bachelor’s degree in relevant field such as Urban Management, Urban Governance, Urban Development, Urban Planning, Urban Environmental Management or Physical Planning from a recognized University. ii. A Post graduate qualification in relevant field shall be an added advantage. iii. Registered with requisite professional institution iv. At least 10 years relevant experience in urban/physical planning with knowledge of implementation urban based donor funded projects. e. Financial Management Expert (1) i. A Bachelor’s degree in a relevant field such as Accounting, Business administration, from a recognized university. A post graduate qualification in a relevant field is an added advantage. ii. He/she shall be a licensed practitioner and member of a requisite professional institution. iii. Work experience of at least 10 years in relevant field. iv. Knowledge of public and local government finance and procurement procedures is an added advantage. f. Environment Expert (1) i. A Bachelor of Science Degree in Environmental Management or Natural Resources/ Biological Sciences or Civil Engineering with core specialization in Environmental and/or Natural Resources Management/Engineering or related field. ii. A Master’s degree in Environment Management or Environmental Engineering. iii. At least ten (10) years’ relevant work experience in Environmental aspects including five (5) with donor funded infrastructure development projects, with demonstrated understanding of World Bank Environmental and Social Safeguards policy requirements, including Occupational Health and Safety management. iv. Experience in handling similar assignments in Uganda or in the African region is an added advantage, especially handling Environmental and Social Impact Assessment, Environmental Audits, Environmental Monitoring and Reporting. v. Understanding and knowledge of Environmental Laws, Regulations and Guidelines (National Environment Act Cap.153, and the Regulations thereunder), applicable to infrastructure projects. g. Social Development Expert (1) i. A University Degree in Social Sciences or related areas E.g. Sociology, SWASA, Anthropology OR Development Studies. ii. A Master’s Degree in Rural Development studies, Sociology and Gender studies. iii. Ten (10) years’ experience in social development work including three (5) years on donor funded infrastructure development projects with demonstrated understanding of laws, regulation social safeguards. iv. Experience in handling similar assignments in Uganda or in the African region is an added advantage. Knowledge of World Bank systems will be an added advantage. h. Procurement Specialist (1) i. A Bachelor’s and a Master’s Degree in Engineering or Business administration. ii. Procurement qualification (CIPS) will be an added advantage. iii. At least 10 years professional working experience on projects funded by IDA and at least a 5-year experience with GoU procurement procedures and should have worked on at least 5 similar assignments. i. Skills Development Expert (1) i. An Advanced degree in any of the following; Technical-Vocational education, Education Management, Skills training specialties related to oil and Gas or its equivalent ii. At least 10 years of experience in designing and implementing reforms in TVET or Skills development including knowledge of how Sector Skills Councils operate; iii. Experience of a minimum of 10 years in development, planning and management of skills development of a recognized TVET institution. iv. Experience of work with a wide range of agencies facilitating multi-stakeholder collaboration (government ministries, employers, representatives of workers, TVET institutions); 8. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. However the EOI should specify the nature of association i.e. whether joint venture or sub-consultancy. 9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines. 10.
