The development objective of the Competitiveness and Enterprise Development Project for Uganda is to improve the competitiveness of enterprises by providing support for: (i) the implementation of business environment reforms, including land administration reform; and (ii) the development of priority productive and service sectors. The project has five components. The first component is land administration reform. This component will fund the continuation and scale-up of the land reform process carried out under the Second Private Sector Competitiveness Project (PSCP II). This component has following four sub-components: (i) improving land administration; (ii) undertaking systematic registration of communal and individually owned land; (iii) implementing a program of actions for strengthening institutions and mechanisms for land dispute resolution; and (iv) implementing a program of actions for strengthening land administration and management institutions. The second component is business registration and business licensing reforms. This component aims to reduce the burden for businesses in dealing with registration and licenses procedures by creating an online one-stop-shop for business registration and an e-registry for business licensing, and by implementing measures aimed to simplify and streamline business registration and business licensing procedures. The third component is tourism competitiveness development. The goal of this component is to provide support to the tourism sector through strengthening public and private sector stakeholders and their collaboration to develop a competitive tourism offering. The fourth component is matching grant facility.
