    NATIONAL ENVIRONMENT MANAGEMENT AUTHORITY (NEMA) NOTICE OF EXPRESSION OF INTEREST Request for Expression of Interest for Provision of Consultancy Services for the development of a National Overview of the Artisanal and Small-scale Gold Mining (ASGM) Sector, including baseline estimates of mercury use and practices Procurement Reference No: NEMA/CON.SRVCS/17-18/00848 1. The Government of Uganda (GOU) through National Environment Management Authority (NEMA) has allocated/received funds from Global Environment Facility (GEF), through the United Nations Environment Programme (UNEP) to implement the “Regional project on the development of national action plans for the artisanal and small scale gold mining in Africa”. The project is in line with the Minamata Convention whose objective is to protect human health and the environment from anthropogenic emissions and releases of mercury and mercury compounds and it sets out a range of measures to meet that objective. 2. The Entity now invites eligible consultants to submit sealed expressions of interest; to gather baseline information necessary to develop a national overview of the ASGM sector, which will entail compiling all available information on ASGM; undertake desk study complemented by the interviews with the key stakeholders at the National, Regional and Local level; undertake field visits at the selected ASGM sites in the country in order to collect more in depth information via interviews with mining community, observations and physical measurements; and gather national information using the methodology developed by the global component. 3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation including (profiles, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, and CVs of: i) Technical consultant (team leader) with 10 years’ experience in mining/ASGM/environmental impacts. ii) Public health consultant that will lead the public health strategy component. iii) Policy/governance/legal consultant that will review legal and institutional framework around ASGM and be involved in setting formalization strategy. v) Socio-economic expert that will collect socio-economic data and assist with setting strategies around that area). 4. The short listing criteria will include; In accordance with the PPDA Act, 2003 and the PPDA (Procurement of consultancy services) Regulations, 2014 5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. 6. Preference schemes shall apply when evaluating Request for Proposals from the shortlisted consultants. 7.
