CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION OF DESIGN AND BUILD CONTRACT
Uganda National Roads Authority
The Government of the Republic of Uganda represented by the
Uganda National Roads Authority (UNRA) has allocated funds
for Upgrading of Critical Oil Roads to facilitate the start of
production by the year 2020 It seeks to utilize part of these
funds towards Provision of Consultancy Services for
Construction Supervision of Design and Build of Karugutu-
Ntoroko and Kabwoya- Buhuka Road Upgrading Project
(98km).
2. The services to be performed under these projects shall
comprise
(a) Review of Contractor's Designs and Construction approach and
methodology, and where necessary undertaking Incidental
Designs;
(b) Supervision of all Construction works;
(c) Supervision of Implementation of Environment and Social
safeguards;
(d) Transfer knowledge to UNRA staff.
3 The Uganda National Roads Authority (UNRA) now invites
eligible Consultants to indicate their interest in providing these
services. Interested Consultants must provide information
indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff,
etc.).
4. Consulting firms may associate with other firms on the basis of
joint venture or sub-consultancy to enhance their qualifications
with a clear indication of the type of association as joint venture
or sub-consultancy. Foreign firms must associate with local
firms.
5 The Expression of Interest submission should include but not be
limited to the following:
(a) Full names of Consultant/firm or Joint Venture, Address and
Registration details/ Certificates (including year of Incorporation
or years of experience);
(b) Authorized Contact person(s);
(c) A brief profile of the Consultant;
(d) Name and summary of educational qualification and experience
and competence of key staff;
(e) Details of similar major assignments undertaken (completed or
on-going) in respective specified fields mentioned above, cost of
assignments, year and name of funding agency. For on-going
projects, firms should include the progress to date, and;
(f) Experience in similar conditions.
6 The short listing Criteria will be as follows:
(i) Preliminary Examination to determine the eligibility of firms
(a) a copy of the Trading License of the Consultant for the year
2017 or its equivalent;
(b)
a copy of the Certificate of
Registration of the Consultant or its equivalent, (c)
a signed statement indicating that
the consultant does not have a conflict of interest in the
subject of the procurement; (d)
a Power of Attorney; and (e)
any other relevant documents or
statements as may be stated in the notice inviting expression of
interest. (ii) Detailed evaluation to assess
the competence of firms against the following criteria (a)
the firm's organizational setup:
Organizational structure showing key departments of the firm
to perform the required services; (b)
Experience in similar assignments
under similar conditions, at least 5 no. projects; (c)
Evidence of availability of
appropriate skills among staff either as Permanent employees, Freelance
Consultant or their associates. 7 On the basis of the applications
received, three (3) to six (6) best qualified candidates will be
invited to submit technical and financial proposals. 8.

between 0900 hours and 1700 hours on working days. 9.
Expressions of interest in English
in one (1) Original and two (2 copies must be hand-delivered to
the address below by 15th December, 2017 at 1100 hours and
mention "Consultant Services for Construction
Supervision of Design and Building Contract of Karugutu- Ntoroko and
Kabwoya- Buhuka Road Upgrading Project (98km)".
Bids will be opened in the presence of the applicants'
representative who choose to attend at the address below on 15th
December, 2017 at 1130 hours
