The Government of Uganda represented by the National Information Technology Authority, Uganda (NITA—U) has received funding from the World Bank toward the cost of the Regional Communications Infrastructure Program (RCIP) Uganda Project and intends to apply part of this funding for consultancy services.

The consultancy services ("the Services") include development of a Government Enterprise Architecture (GEA) and E-Government Interoperability Framework (E-GIF).

The Government of Uganda seeks to develop a Government Enterprise Architecture (GEA) and E-Government Interoperability Framework (E-GIF) with the main aim of facilitating the delivery of Integrated services between various Government ministries, agencies and departments. The GEA and E-GIF will help to establish a set of standards and guidelines and provide the required policy as well as technical recommendations required to address challenges in interoperability and support optimal use of infrastructure.

The GEA and e-GIF is also aimed to ensure that Information Technology Infrastructure supports and is aligned to business goals of the Government. NITA—U now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested

Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are as follows:

(a) Demonstration of previous experience and expertise in developing e-Government Enterprise Architecture and Interoperability Frameworks in at least 3 (three)

assignments of similar type, scope and nature in the last 5 (five) years.

(b) Demonstration of previous experience for similar assignments covering the whole of Government (agencies at all levels — national, central, sub-national, districts,

municipalities, etc.).

(c) Demonstration of availability of expertise in Project Management, Enterprise Architecture, Business Architecture, Information/Data Architecture, Application/Solutions Architecture, and Technology Architecture.
