The Government of Uganda received credit from the World Bank towards implementation of the Uganda Competitive Fund for employer-led short-term training (Uganda Skills Development Fund — USDF). The Uganda competitive fund for employer-led short-term training is part of the Skilling Uganda Project addressing prevailing skills imbalances and shortages in Uganda.

The consulting services ("the Services") include design, development, installation implementation and training of a complete grant management information system encompassing all SDF project activities and related reporting processes.

The assignment will be executed over a period of ten (10) months

The Private Sector Foundation Uganda under the Skills Development Facility now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria are: (1) Previous experience of at least ten (10) years in executing assignments of similar nature and scope; (2) availability of appropriate skills/expertise among the consultant's staff including Team Leader/Information System Analyst: Qualification; Master's Degree in IT or related field with over 10 years of working experience, System and Database Developer: Qualification; Bachelor's Degree in Computer Science/ Information Technology or related field with 5 years of working experience, Data Quality Specialist: Qualification; Bachelor's Degree in Computer Science, IT, Economics, or Statistics with 5 years working experience and Geo Visualisation and Infographics Specialist; Master in IT, Geo Information Scheme& Technology or related field with 5 years Working experience.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest

 A firm may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A firm should clearly indicate in the Expression of interest submitted by associations, whether the association is a joint venture or a sub-consultancy, and which of the firms is the lead firm if a sub consultancy.
