The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF)  and Ministry of Water and Environment (MWE), in partnership with  the iNGO Alliance comprising of CARE international, Concern World Wide, World Vision, Catholic Relief Services and Oxfam working  through the CSA Taskforce are developing a costed implementation plan and review coordination, monitoring and evaluation and partnership arrangement of the Climate Smart Agriculture program. This is intended to make clear the investments, physical and human resources and time needed to deliver the 6 components of the program, as well as provide a framework to broaden stakeholder participation in partnerships and resource mobilization for implementation of the CSA Program.

MAAIF and MWE in partnership with the iNGO alliance led by Oxfam wish to engage a national consultant to support the National CSA Taskforce to develop a costed implementation plan and produce the final CSA Program to scale-up CSA in Uganda.

The main objective of the consultancy is to provide technical support towards Preparation of a costed implementation plan and finalize the Uganda CSA program

Oxfam therefore invites qualified reputable consultancy to bid for the provision of Consultancy services as outlined below: The National Consultants Tasks

The NC will be responsible for the preparation and overall quality of the final CSA Program document working in collaboration with the CSA Taskforce;

Consultant shall undertake the following tasks:

• Prepare an inception report that includes the interpretation  of the ToRs, a methodology and work plan to be followed in developing the consultancy outputs, a format for the costed implementation plan and a detailed table of contents for the final CSA program document

• Review the CSA program, relevant laws and policies and analyze the activities to identify resources, coordination and management issues, critical for the implementation of the CSA program at central and local government level

• Review the AU-NEPAD Agriculture Climate Change Framework  Programme, NDPII, ASSP, the USIF, CSA Program, NDC, DDPs and other relevant policy and planning frameworks as well as global guiding frameworks including the SDGs, LDN, Paris Climate Agreement, Adaptation for Africa's Agriculture (AAA), Africa 100 to identify entry points, synergies, institutional setting, M&E systems, and partnerships to strengthen the CSA.

QUALIFICATIONS & EXPERIENCE

Experience and qualification of National Consultant

• Advanced Degree in relevant field of natural resource management

• A solid track record in Monitoring and Evaluation, institutional development and project formulation

• Familiar with issues of Uganda's agriculture and Natural Resource Management. General knowledge of Agriculture and natural resource management issues in the Eastern and Southern African regions would be an added advantage

• 5 or more years of relevant professional experience in CSA related issues and capacity development

APPLICATION PROCESS

Firms and Consultant(s) who meet the above requirements should submit a maximum of eight pages expression of interest, which should include the following:

• A suitability statement, including commitment to availability for the entire period of the assignment

• A narrative/technical proposal which should include consultant(s) understanding of the TOR, Methodology on how to go about the assignment and a detailed work plan

• A financial proposal indicating consultant's daily fee in Uganda shillings or in Euros and include indication of other support costs that may be involved in conducting the assignment. It should also include Withholding Tax (WHT)

• Updated CVs/Profiles that clearly show the qualification and experience of the lead consultant and his/her team.

• Contacts of three organizations recently worked (in the past 2 years) with in this field Indicating APPLICATION FOR CSA CONSULTANCY

Eligible bidders must provide the following information together with technical & financial proposals.
