The short listing criteria will include: TERMS OF REFERENCE FOR A CONSULTANCY TO PREPARE AN IMPLEMENTATION COMPLETION AND RESULTS REPORT (ICRR) FOR THE AGRICULTURAL TECHNOLOGY AND AGRIBUSINESS ADVISORY SERVICES (ATAAS) PROJECT A. Background The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), the Client for this engagement, with support of the World Bank, is implementing the Agricultural Technology and Agribusiness Advisory Services (ATAAS) Project. The ATAAS Project has been under implementation since 2010, with Funding from the World Bank and the Government of Uganda (GoU). The Project has two key objectives: The Project Development Objective (PDO) - increasing agricultural productivity and incomes of participating households by improving the performance of agricultural research and advisory services in the Republic of Uganda; and the Global Environment Development Objective (GEO) - enhancing the environmental sustainability and resilience of agricultural production to land degradation and climate risks. The restructured ATAAS project has four components: Component 1 is developing agricultural technologies and strengthening the NARS; Component 2 is enhancing partnerships between agricultural research and other stakeholders; Component 3 is strengthening agricultural support services; and component 4 is Program Management, Coordination and M&E. Component 1 is primarily the responsibility of NARO, while component 3 is the primary responsibility of MAAIF; components 2 and 4 are jointly implemented by both institutions. B. Objectives The Project is due to close in June 2018, and the objective of this assignment is to prepare an end of the ATAAS Project implementation completion and results report for the Government of Uganda, as part of the completion requirement by the World Bank. Specific objectives include to: i. Account for the investments made in the project; ii. Collect experiences and lessons to inform design of new projects C. Recipient The recipient, and Client, of the consultancy service is the Agricultural Technology and Agribusiness Advisory Services (ATAAS) Project of the Ministry of Agriculture, Animal Industry and Fisheries. The Client will provide the following support: i. Provide all relevant documentation to the consultant, such as the Project Appraisal Document, Periodic reports, Implementation Manual, etc.; ii. Facilitate review and dissemination meetings with key stakeholders; iii. Provide the Consultant with list and contacts of key stakeholders; iv. Provide the Consultant with introductory letters to key stakeholders to facilitate communication; v. Both MAAIF and NARO shall provide Project Technical staff who will be the Focal persons to facilitate liaison between the Consultant and the Client; vi. Prepare and make timely payments to the Consultant; and vii. Observe the timelines of activities as will be agreed upon in the work plan viii. Validation and approval of the final report. D. Scope of work The major tasks of the Consultant will include: 1. Project performance assessment a. Relevance of the Project i. Assess the extent to which the Project met the identified addressed national and sector challenges ii. Assess adequacy of the project design for the achievement of the project objective iii. Assess the extent to which the project complemented, duplicated and competed with other development initiatives b. Effectiveness i. Undertake a quantitative and qualitative evaluation of the achievements of the project ii. Review the status and performance of the project activities at project completion iii. Determine the immediate, short term and long term effects, intended and unintended, of the project. iv. What are the impacts beyond the project level that are visible, effects on the organization and its relationship to external stakeholders (Partners, Local Governments etc. c. Efficiency i. Assess the relevance, capacity and adequacy of the Client’s organizational set up, strategies, internal systems ii. Assess the timeliness with which the activities were undertaken. iii. Evaluate the management and; monitoring and evaluation systems, processes and methods (procurement, financial management, human resources) utilized during project implementation and determine whether they were in conformity with the established World Bank and Government of Uganda systems and methods iv. Determine the level of utilization of allocated resources d. Sustainability i. Identify strategies put in place to ensure continued flow of benefits from the project for the beneficiaries ii. Assess the extent to which the risks associated with the project were identified and effectively managed 2. Performance of stakeholders Evaluation of the performance of the Bank, any co-financiers, or of other partners (contractors and service providers) during the preparation and implementation of the operation, including the effectiveness of their relationships a. Evaluate level of fulfillment of the financing conditions on the project b. Assess the value of the financing and how it impacted on project implementation. c. Where conditions were not fulfilled, document the reasons and effect of their non-fulfillment 3. Key lessons learnt and recommendations for improvement in future project design E. Deliverables and Timelines The consultancy will be for a maximum of 50 working days, effective from date of contract signing. The contract will effectively expire upon presentation to, and acceptance of, the final report by the Client. The expected deliverables are as follows: Activity Output Date 1 Inception Report including a detailed proposed methodology and implementation plan. The Consultant will be required to present the inception report to Client for review. 10 days after contract signing 2 A Draft Implementation Completion Results Report (ICRR) 40 days after Contract signing 3 A validation meeting 45 days after Contract signing 4 A Final Implementation Completion Results Report (ICRR) 50 days after Contract signing F. Reporting and Liaison The Consultant will report to the Permanent Secretary, MAAIF through the Project Task Manager. The Project Monitoring and Evaluation Specialist, on behalf of the Client, shall manage the day-to-day coordination of the consultancy, whilst the Consultant will also appoint an individual as the counterpart. The two will be the points of contact for coordinating logistics and administrative details for such events as the consultative and dissemination meetings. G. Qualifications and Competence Requirements The Consultant should have a minimum of a Masters’ qualification in Agricultural Economics, Statistics, Economics or Social Sciences with at least 10 years of professional experience in agricultural development Competences i. Experience in designing and carrying out Research, Monitoring and Evaluation ii. Working knowledge of Agricultural Extension and Agribusiness Development Services iii. Working knowledge of Agricultural research, technology development and dissemination iv. Working knowledge of Uganda’s Agricultural Policies v. Knowledge of World Bank operational policies and procedures relating to Project Management vi. Strong written and verbal communication skills vii. Possess good coordination and facilitation skills
  5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.
