Mercy Corps is a registered International Non Governmental Organization that has been operating in Uganda since 2006. Working in cooperation with communities to help build local capacity and support for economic development, Mercy Corps provides creative, transferable solutions through targeted emergency assistance, capacity building, and community driven development Mercy Corps Uganda invites eligible companies and/ individuals to submit proposals for Provision of consultancy services described below;

LOT 1: UG01/KMP 0032/ YES! /18: End of project evaluation for YES! Program.

Mercy Corps Uganda with funding from The Coca-Cola Africa Foundation (TCCAF) is implementing Youth Empowered for Success Project (YES!). The program has been implemented for a period of 1 year and 7 months beginning June 2016- December 2017.The goal of the YES! Program is to contribute to the increased + improved youth employment and entrepreneurship which will be achieved through for strategic pillars of; 1) Engage, 2) Train, 3) Link and 4) support. The program targets 2,000 youth in 2 years and enable them acquire job opportunities through connections with employers and entrepreneurship development. To achieve these targets a number of activities have been implemented through which impact /change can be measured.

YES! success is measured on 4 domains of livelihood change: i) skills ii) security iii) income and savings and iv) meaningfulness. Currently, YES! Program is working with 20 Hubs /organizations in urban through which interventions reach the final beneficiaries. In order to share success of the Program with the Donor and other key stakeholders in the private sector, Government and other Development partners, we have planned to capture an impact video for beneficiaries work that will demonstrate evidence based reporting on the success/change created in the lives of youth.

LOT 2: UG01/KMP 0028/AgriFin/18 - AgriFin Mobile assessment of barriers, opportunities and impact of mobile agricultural and financial services.

With funding from Swiss Agency for Development & Cooperation (SDC), the AgriFin Mobile program approach works with partners to build sustainable models, where farm and crop management tools and financial services are “bundled” in affordable, unified platforms and using mobile phone channels to promote mass uptake commercially. The program targets partners with existing financial, mobile network operator (MNO) and agricultural technical service

mobile platforms or applications, or demonstrated interest in developing and investing in them, and facilitates development of a business model whereby the bundling process provides an increased value proposition for each partner and to small holder farmers. AgriFin Mobile aims for:

• Sustainable and scalable business models for the delivery of bundled rural advisory services (RAS) and financial services

• Creating access for male and female smallholder farmers to RAS and financial services

• Capturing knowledge of business models, services and products and share widely to influence policy, share learning and enable replication

Submission: Offers should be submitted in a sealed envelope, addressed Mercy Corps Uganda Operations Department indicating applicant’s name, lot applied for and delivered to: Mercy Corps Uganda Kampala Office: Plot No 1189- 1191, 4th Floor Embassy Plaza, Gaba Road, Opposite Jack & Jill Primary School - Kabalagala, Kampala. Last date to submit offers is: 12 February 2018, 16:00 Hrs. Offers received after this time will not be considered. Bid Opening: Bids are expected to be opened between on 13th February 2018.
