BACKGROUND:

The USAID/Uganda BETTER OUTCOMES for Children and Youth in Eastern and Northern Uganda Project is a five-year USAID funded activity managed by World Education, Inc./Bantwana Initiative (WEI/B), aimed at improving the wellbeing of children and youth orphaned and made vulnerable by HIV and other adversities in Eastern and Northern Uganda using a multi-sectoral approach. BETTER OUTCOMES seeks to empower OVC, Youth and their caregivers to access and utilize core services to improve health, nutrition, education and psychosocial wellbeing while reducing abuse, exploitation and neglect in North and Eastern Uganda.

OBJECTIVE:

WEI/B seeks to enhance educational outcomes for the most vulnerable orphans and children through the education subsidy program targeting about 9,800 beneficiaries in primary and secondary schools as well as income generating activities and financial support to non-formal education sectors. The project wishes to implement this thru an e-voucher payment platform to enable smooth cashless remittances of funds to beneficiaries in 20 districts of the Eastern and Northern Uganda, where the project is operational.

KEY DELIVERABLE:

Electronic Voucher Systems/ Mobile Based Delivery Channel for cash system development (includes Mobile Money Transfer, Mobile Payments with Vouchers via SMS. Mobile Voucher Scratch Card, SMS voucher codes, Electronic Registration). The system is to be used for funds remittances to primary and secondary schools, as well as groups and individuals.

EXPERTISE AND COMPETENCIES:

The organization should have:

1. Expert working knowledge of developing database and mobile payment applications for not less than 3 years and have good knowledge of the modern web-based payment technologies

2. Have proven experience in successful development of

comparable web-based databases, web projects and mobile payment applications.

3. Proven experience of providing services for e-voucher and support to the international development organizations.

4. Understanding of End Users needs to match with adequate technical solutions.

OFFER SHOULD INCLUDE:

• Short letter stating interest in carrying out the assignment as described in the TORs

• Company brief, including years of operation (post-incorporation), client references with concrete examples of its previous assignments executed in development of e-voucher System development Projects

• Contacts of three recent corporate clients for whom the company implemented contracts of comparable magnitude and specification as listed above.
