1. The Rural Electrification Agency of the Ministry of Energy and Mineral Development received financing from the World Bank towards the cost of the Energy for Rural Transformation Phase Three — ERT III (Uganda), and intends to apply part of the proceeds for Consultancy services for construction supervision of the proposed grid extension projects in Wandi —Yumbe- Moyo and Onduparaka-Odramakachu-Abiria (345.8km) under ERTIII

2. The scope of the consulting services ("the Services') are broken down into two phases as follows; i. Construction phase: The Phase commences from the works contract signing date covering procurement of materials, installation of works, completion of works, commissioning up to operational acceptance of the facility, handover of all equipment manuals, as built drawings and submission of Project Completion Report to REA. ii. Post construction phase: This phase covers monitoring of Defects Liability Period up to project closure

3. The expected duration is (28) Twenty Eight Months.

4. The Rural Electrification Agency of the Ministry of Energy and Mineral Development now invites eligible consulting firms ("Consultants') to express their interest in provision of the Services. Interested Consultants should provide information demonstrating

5. The short listing criteria are:-i. Legal Status of the firm evidenced by Memorandum and Articles of Association, Certificate of Incorporation or Registration and details of the firms Directors or the equivalents of these legal documents. Firms expressing interest alone Or in a Joint Venture should submit legal documents required above for each member. ii. Finn specific experience: Demonstration of at least two assignments similar in nature, type & scope executed in the last five years (2017, 2016, 2015, 2014, and 2013) in the following areas: construction supervision of Medium Voltage electricity power networks. In providing evidence of the similar assignments executed, the firm must indicate the scope of services executed, and value of the consultancy services, status of the assignment, and details of the client including client's full name, physical address, telephone contacts, and email address iii. Availability of appropriate skills/expertise among the consultants staff including expertise in Electricity Distribution Engineering, Power Line Survey, Environmental Management and Social Development. iv. Experience of at least one (1) assignment in Sub Saharan Africa or other regions with similar stage of economic development.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

1. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The type of association whether a joint venture or a sub consultancy must be clearly indicated in the Expression of Interest.

2. A Consultant will be selected in accordance with the Quality and Cost Based Selection Method set out in the Consultant Guidelines.
