TOTAL E&P UGANDA (COMPANY) in its capacity as Operator of EA 1 and on behalf of EA-2N Operator TULLOW UGANDA OPERATIONS PTY LIMITED invites experienced and reputable companies to express interest in the provision of Construction Material Supply Services (SERVICES) in respect of the development of the Tilenga Project (EA-1, EA-1A and EA-2N), Lake Albert Basin, Republic of Uganda.

General description of field development:

The Tilenga oil and associated gas development (PROJECT) is located in the North-East area of Lake Albert in Uganda, and covers the fields in EA 1 and EA- 2 North.

The major surface facilities developments (SITES) include the following:

a) Central Processing Facility (CPF) with integrated facilities

b) Drilling Well pads (around 30) and its piping network

c) Accommodation camps and storage areas

d) Victoria Nile River crossing (piping and ferry crossing)

e) Associated supporting infrastructures (roads, airstrip, helipads.

Main services shall include:

a) Lot(i) referenced 10005030 - Borrow Materials Supply Services including sand, gravel/murram for road building, platform construction, pipeline trench backfill etc. Total volume of supply is estimated at 1.5Million tonnes

b) Lot (2) referenced 10005031- Quarry Materials Supply Services including crushed stone for road base and platform construction, aggregates for concrete, rock fill for foundations 8, drainage etc. Total volume of supply is estimated at 021,41180n tonnes

c) Lot (3) referenced 10005032 - Concrete Supply Services including ready mix concrete of various grades and other concrete products like pavers, culverts, kerbstones etc. Total volume of supply is estimated at 0.35Million tonnes

Optional services shall include, but not limited to:

 a) Sourcing and establishing suitability (via geotechnical testing) of borrow areas & quarries to meet PROJECT specifications

 b) Surveying, mapping, preparation and application for extraction permits for all selected borrow areas / quarry sites

c) In liaison with COMPANY, make arrangements fortemporary land use for material extraction with land owners

d) Exploitation and stockpiling of materials including: (1) Bush clearing, striping and conservation of topsoil for future restoration (2) Site drainage works and access provision (3)

Excavation, washing and stockpiling of materials ready for supply to the PROJECT.

e)Supply of materials to Company Contractors via direct contractual agreements with them.

f)Management of an Environment Monitoring Plan.

g)Management of supplies from all borrow areas/quarries.

h)Receipt and re-use of spoil material from PROJECT SITES.

i)Rehabilitation and restoration of borrow areas/quarries.

Specific services for Lot (1) & (2):

 a) Washing facilities at source to clean the gravel in accordance with PROJECT specifications

Specific services for Lot (3):

 a) Establishment of batching plants within PROJECT area.

 b) Provision of all machinery, equipment and services. necessary to supply ready mix concrete to PROJECT.

c) Provision of concrete testing services to determine conformance to PROJECT specifications.

Minimum requirements to participate in the Prequalification Process:

a) Must have a HSE Management System, Quality Policy and related procedures in compliance with local and international standards

 b) At least 5 years experience in providing similar services. Preference shall be given to Ugandan Companies, Ugandan registered companies or proposed Joint Venture / Partnerships with Ugandan Companies.

c) Suitably qualified and certified personnel and equipment to perform the SERVICES. d) Financial capability to deliverthe SERVICES.

e) Current registration to; or application to be registered to; the National Supplier Database for the year 2018. f) Ownership of, or access to potential gravel borrow areas and/or quarry sites for use on the PROJECT.

g) PROJECT specific philosophy statement describing how an interested party would responsibly source and exploit materials for project use.

h) Delivery services from borrow areas/quarries to SITES is an option to be selected at COMPANY discretion. Interested party shall confirm and demonstrate ability and means to offer delivery service.

Interested parties may indicate their interest for one, two or all three Lots of the SERVICES. Submissions for each or all Lots shall be labeled with the respective Lot title and reference number.
