1.      Background

Government of Uganda has received financing from the World Bank towards implementation of the Albertine Region Sustainable Development Project (ARSDP), and intends to apply part of the proceeds for the consulting services of an individual Consultant to prepare a Strategic Investment Plan for the Albertine Region. The ARSDP is a World Bank-funded project implemented by three entities, that is, The Uganda National Roads Authority (UNRA), Ministry of Lands, Housing and Urban Development (MLHU&D), and Ministry of Education & Sports. The Project responds to the recent discovery of commercial quantities of oil and gas in the Albertine Graben Region, an "emerging sector which will feature prominently in Uganda's development in the decades to come, bringing both benefits and challenges". The nascent oil and gas industry has generated high expectations among the population leading to actual and potential influx of population into the Albertine Region. Government of Uganda is aware of possible negative implications of such a scenario, which elsewhere in the world have culminated in an undesirable situation commonly referred to as the oil curse. As such, Government is determined to ensure that the Albertine Region benefits from the oil and gas industry, hence the ARSDP. The project targets improvements in the regional connectivity, local connectivity, economic infrastructure, and education and skills.

2.      Objective of the Consultancy

An Albertine Graben Regional Physical Development Plan (AGRPDP) has been prepared which "provides guidance and an overall framework on the spatial development options, land use functions, infrastructure networks, socio-economic services provision and environmental strategies" throughout the whole of the Albertine Graben. The key rationale for this assignment lies in the need to underpin the objective of "the transformation of the region" as a whole with a robust Strategic Investment Plan.

3. Scope of the Service

The scope of the consultancy service includes, but is not limited to the following;

 i) Preparation of benchmarks for different identified areas of investment and projects against which future investment can be measured.

ii) Examination of Investment proposals and Action Plan to determine the interaction between institutions and implementation responsibilities which will be required to deliver the Plan: the key players, and the institutional set-up which will be required to implement the Strategic Investment Plan.

iii) Identification of the main areas of investment which are required for the sustainable development of the Albertine Region, including specific projects, from all sectors and also priorize projects in broad categories. This should consider and be in line with agreed development objectives, in particular with reference to AGRPDR

 iv) Identification of the order of costs of the required projects and the levels and sources of investment which will be required. Associated assumptions to the costs should be included.

v) Preparation of a 23 year Strategic Action Plan

(synchronised with Vision 2040) and critical path program which sequences the projects in a realistic order, that takes account of their interdependences in a broad critical path programme, and identifies key milestones and profiles the levels of investment over the period. The Strategic Action Plan should chart out Short-Medium-Long term implementation horizons, and consider levels of project priority, and risks involved and offer several potential scenarios.

vi) Cross checks to ensure that the proposed levels of investment are commensurate with the absorptive capacity of the region, and achievable within the constraints of Uganda's Medium Term Macro-Economic Framework, and adjust accordingly.

vii) Undertaking a risk analysis and, where appropriate, recommend alternative courses of action.

viii) Provision of a benchmark for the change process which is being embarked upon, as described above. ix) Identification of the different investment and implementation agencies, beginning with the private sector, which are required to achieve the transformation of the region. The plan must demonstrate how the investments by government and development partners can be specifically directed to unlocking and leveraging the very substantial private sector investment which is required.

x) Making proposals and recommendations for the institutional framework within which the application of funds from inward investors, national and local Ugandan investors, government, development partners and others can be planned and implemented.

4. Key Deliverables

The Consultant shall deliver the following mandatory outputs:

a. Inception Report which will include the consultant's detailed methodology and work plan for the assignment

b. Report on the main areas and projects, their costs, levels and potential sources of investment required. The Report will also provide a benchmark against which investment progress can be measured.

c. 23 year Strategic Action Plan, critical path programme cross checked for absorptive capacity (eg available skills) and alignment with the Uganda MTEF and NDPs.

d. Proposals and recommendations for the institutional framework within which the application of funds from inward investors, national and local Ugandan investors, government, development partners and others can be planned and implemented.

5. Reporting and Communication:

The consultant will report to the Permanent Secretary of the Ministry of Lands Housing and Urban Development or any person designated.

6. Qualifications

i) Education The consultant shall hold a Masters level qualification in development planning or a closely related subject.

 ii) Experience

At least 10 years' proven experience of preparing Strategic Investment Plans at national or at least regional level, experience in project costing and investment planning, setting up implementation mechanisms, inter-agency interrelationships and institutional settings needed for effective development. He/she should have experience of carrying out Investment and Action Plans/ managing research within the subject area and/ or institutional issues in the regional setting. A minimum of three years of the above experience must have been in less developed countries in Sub-Saharan Africa.

7. Duration of the Consultancy

The assignment duration shall be six months

8. Selection Criteria

The selection process will be conducted in accordance with the Selection of Individual Consultants method under the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011): Selection of Individual Consultants. Further details about the requirements can be found on the MLHUD websites: http:// www.m1hudgo.ug. Only the experience and qualifications of individuals shall be used in the selection process. Corporate experience shall not be taken into account. The resultant contract will be signed with an individual and not a firm.
