1. While it is widely recognised that the road network is vital for economic development, the road sector in Uganda still faces challenges of underfunding, as well as the absence of consistent, continuous and co-ordinated research. As part of institutional strengthening of the road sector, the Uganda Government creat-ed the Uganda National Road Authority (UNRA) in 2006, which is responsible for the management, operation, development and maintenance of the country's classified road network.

2. The mission of UNRA is to develop and maintain a national roads network that is responsive to the economic development needs of Uganda, to the safety of all road users, and to the environmental sustainability of the national roads corridors. UNRA's Strategic Plan (2017-2021) includes Research Development and Innovation (RDI) as core to the organization's growth and success.

3. In order to achieve optimum benefit from RDI, a sound RDI strategy is necessary to direct and manage the process, inputs, outputs, outcome/ uptake and impact of the full innovation value chain. The Main Objective of this Assignment is to develop a strategic plan to guide all Research Development and Innovation (RDI) undertakings in UNRA.

4. UNRA hereafter seeks to identify a suitable skilled and ex-perienced Consultant with proven track record in Design and Operationalization of Research Frameworks and Business Plans.

5. The Expression of Interest submission should include but not be limited to the following:

(i). Full names or Consultant/firm or Joint Venture, Address and Registration details/ Certificates (including year of incorporation or years of experience);

(ii). Authorized Contact person (s);

(iii). A brief profile of the Consultant;

(iv). Evidence of extensive knowledge and experience in Design and Operationalization of Research Frameworks and Business Plans.

(v). Name and summary of Educational Qualification, experience and competence of key staff;

(vi). Details of similar major assignments undertaken (completed or on-going) in respective specified fields mentioned above, cost of the assignments, year and name of funding agency. For on-going projects, firms should include the progress to date;

(vii). Experience in similar conditions.

6. The Evaluation Criteria will be as follows:

(i). Preliminary examination to determine the eligibility of firms

a) A copy of the Trading License of the Consultant for 2017 or its equivalent

b) A copy of the Certificate of Registration of the Consultant or its equivalent;

c) Signed statement indicating that the Consultant does not have a Conflict of Interest in the subject of the procurement and;

(ii). Detailed evaluation to assess the competence of firm against the following criteria:

a) The experience of the Consultant in Design and Operationalization Of Research Frameworks and Business Plans.

 b) The experience of the Consultant in countries with similar conditions;

c) The skills of the Consultant that are relevant to the assignment; and

d) Any other criteria that is relevant to determine the capacity of the consultants to perform the assignment

e) The firm's organizational setup.

7. On the basis of applications received, 3 (three) to 6 (six) best quali-fied firms will be invited to submit technical and financial proposals.

8. Interested firms may obtain further information at the address below during office hours from 08:00 hours to 16:00 hours {local lime) on Mondays to Fridays

9. Expression of Interest in English in one original and two copies must be delivered to the address below in person on or before 4th May 2018 at 11 :00 a.m. with the envelope or packaging clearly marked 'Expression of Interest for Consultancy Services For The Design And Operationalization Of Research Framework And Business Plan." The bids will be opened in the presence of the applicants' representatives who may choose to attend at the address below on 4th May 2018 at 11:30am.
