Habitat for Humanity (HFHU)
1.0 Historical Background.
Historically, Habitat has been supporting low income people to access affordable housing finance for incremental building primarily in the rural areas and peri urban through Retail and wholesale lending. Through this approach, HFHU has built, rehabilitated, repaired and/or improved more than 8000 housing units in Uganda, providing simple, affordable shelter to over 48,000 individuals. This has been achieved through strategic approach with a focus on becoming a market facilitator and financial inclusion advocates.
HFHU is in the process of reviewing its lending operations both retail and wholesale in order to improve its service delivery. Habitat for Humanity Uganda is now seeking to contract a consultant to review its business operations in order to strengthen its lending capacity by implementing updated, nationally and internationally recognised best practices and procedures. This will enable HFHU to grow and improve its lending interventions in a sustainable and profitable manner.
2.0 Study Justification
The need for housing finance and investment in housing in Uganda is still huge. A large housing gap exists in terms of absolute numbers and of the quality of housing stock. Growth of the housing finance market has been slowed by issues such as high interest rates, difficulties in accessing credit, an underdeveloped financial system, and uncertainties in the regulatory structure. The role of private financing of infrastructure development is increasingly being highlighted as necessary in the Uganda context. Despite its limited size, Uganda's financial sector has the potential to make a meaningful contribution to infrastructure.
3.0 Objectives
The assignment has two objectives;
To review and develop Retail Lending Manual (RLM) in specific areas of; delinquency process mapping, write off policy, develop assessment/ appraisal tools for different businesses lines including Trade, production and services, performance monitoring and defining the average income for our target group, Provisioning allowance and bench marking.etc.
To review Wholesale Lending Manual (WLM) specifically in the areas of; due diligence process, pre assessment guidelines, lending procedures, recovery of loan write off monitoring mechanism, write off policy. etc.
4.0 Location of the Study
The study will be conducted at Habitat for Humanity Uganda National Offices in Kampala, Luweero and Lugazi branch.
5.0 Roles and responsibilities
Specifically, the consultant(s) will be expected to undertake specific tasks that will include but not limited to;
a) Study critically the lending operations
b) Actively engaging with HFHU staff both at National office and the branches Regularly communicate progress to the HMF Program Manager - HFHU,
c) Produce deliverables in accordance with the requirements and timeframes of these Terms of Reference, d) Conduct a study on the available organizational systems and structures at National office and branches. e) Analyze the findings to identify the policy gaps and resources needed to support policy development.
f) Suggest an Organizational policy changes based on the gap identified
g) Submit a Draft Report within the agreed timeframe, and h) Submit Final Reports and the two policy Manuals to HFHU.
The raw data, (field notes for in-depth interviews) and data collection tools used in the assessment should be submitted together with the Final Report.
6.0 Specific deliverables
1. Reviewed retail lending manual developed. 2. Wholesale lending manual developed.
7.0 Consultant selection criteria
The consultant will be required to demonstrate:
a. Strong technical experience and expertise in MFIs product development and internal policies and processes;
b. Experience in strengthening credit and risk management of MFIs, proven ability to help MFIs/SACCO with devising and implementing lending policies.
c. Strong technical understanding and experience with microfinance operations
d. At least 5 years' experience in conducting similar assignments; with strong analytical, research, and writing skills,
e. Detailed work plan and budget,
f. Excellent written and verbal communication skills.
