National Council of Sports [NCS] is a statutory organ with its mandate enshrined in the NCS Act CAP. 48 Laws of Uganda, 2000". The function of the Council is to develop, promote and control sports in Uganda.

NCS' Head office is located at Plot 2-10, Coronation Avenue Lugogo Sports Complex. NCS receives funding from the Government of Uganda in form of Subvention Grant for recurrent Expenditure.

NCS embarked on the initiative to redevelop various sports facilities within the Lugogo Sports Complex, to transform them into modem state of the art structures to suit modem times. This project is registered with the Ministry of Finance, Planning and Economic Development, the PPP Unit and will be carried out through a Public Private Partnership (PPP) framework.

NCS therefore, invites eligible consultants to indicate their interest in providing these services among other:-

a) Undertake a comprehensive feasibility study for a project including the commercial, financial and legislative work required for a public private partnerships agreement;

b) Ensure optimum risk allocation in a public private partnership agreement

c) Design and negotiate a public private partnership agreement

d) Design and negotiate a public private partnerships agreement that guarantees long lasting social benefits and

e) Safeguard the interests of a contracting authority in the management and execution of the project and

 f) Any other function as may be determined in his or her instrument of appointment.

The consultant will be short listed in accordance with the Public Procurement and Disposal of Public Assets Act (2003) and Regulations (2014).

Consultant may associate with other firms in the form of a joint venture or a sub consultancy to increase their qualifications and must indicate evidence of Memorandum of understanding signed by both parties. Expression of interest in form of one (01) Original and three (03) copies clearly marked and sealed must be submitted not later than Friday, 4th May, 2018 by 12:00noon.
