The Kingfisher Field lies on the South- Eastern flank of the Albert Basin, which is part of the Western arm of the East African Rift Valley. The field is approximately 15.2 km long by 3.0 km wide and covers an area of 32.3 km2. The oil fields in the area will be developed in the coming years.

CNOOC Uganda Limited has conducted geotechnical survey, seismic assessment and geohazard assessment in the above area couple of years ago. Due to some changes in pipeline route recently, CNOOC Uganda Limited invites Expression of Interest (E0l) from professional competent firms to provide services of Feeder Line Supplementary Geotechnical Survey, Feeder Line Supplementary Geophysical Survey and Geohazard Assessment for the 46 km long feeder oil pipeline from Kingfisher oil field to the delivery point at Kabaale in Uganda. Documents developed from previous survey will be included in future RFP packages and provided to all tenderers.

1. Feeder Line Supplementary Geotechnical Survey (Ref. CUL-PB-18-004) Scope of work for the survey includes but not limited to the following: General Information:

The geotechnical investigation aforementioned shall be carried out onshore with a major aim of providing sufficiently accurate information both general and specific on the substrata profile and relevant soil and rock parameters in the project area. The assignment is aimed at:

• Defining and giving characterization of the sub-surface soils and rocks, and ground water conditions in the project area.

• Investigating the presence of potential difficult geological zones /features such as faults, landslides in the in the project area.

• Providing geotechnical recommendations for design and construction of the proposed oil feeder line. • The investigations shall cover oil feeder line route and Borrow Pit. The Details: • Get all of the legal access permit in hand prior to moving to the site

• Site reconnaissance to get firsthand information before generating the borehole plan • Review all of the feeder line alignment and previously site seismic hazard and lidar survey drawing • Generate detailed site map and topographic survey

• Prior to commencing boring the hole or digging test pit, all of the underground utility shall be marked • Boreholes / test pits, sampling and fled tests.

• Laboratory analysis.

• Engineering analyses and report and preparation.

2. Feeder Line Supplementary Geophysical Survey and Geohazard Assessment (Ref. CUL-PB-18-005) The scope of work for this service is as follows:

A) Site survey and collect information as follow:

• Lithology and thickness of the near surface formation

• Definition of the main geological/geotechnical units

• Identification of faults with orientation, extension, and thickness of main fault planes

• Rock falling

• Landslide

• Ground subsidence survey

• Ground fissures

• Potential unstable slopes

• Cracking and collapsing/failure of soils during wet seasons

• Seismic fault hazards

• Soil liquefaction

• Other related geological disaster

B) Geohazard assessment

• Geological hazard classification

• To analysis the current pipeline route geohazard and suitability

• Provide detailed recommendation for the pipeline crossing the escarpment and seismic fault ruptures Required deliverables for this package include:

• Geohazard assessment report

• Hazard location photos

• Geological hazard assessment maps

• Comprehensive zoning geological hazard assessment maps

Minimum Requirements for this package include:

• QHSE policy, procedure and process in compliance with Uganda petroleum regulations, the IFC Performance Standards and the international industry standards;

• Performance and /or provision of similar experience in oil & gas industry in Uganda, East Africa or internationally for at least 10 years;

• Fully certified and adequate experienced personnel, and availability thereof;

• Adequate equipment and tools required for the services compliant to the industry standards;

• Financial capability to deliver the services (Provide audited financials of last 3 years);

• Commitments to National Content requirements of the Government of Uganda;

• Evidence of registration on the National Supplier Database (NSD) with the Petroleum Authority of Uganda (PAU). Failing this will lead to disqualification.

LATE SUBMISSIONS WILL BE REJECTED.

Up on closure date for MI, CNOOC will screen the bidders who successfully respond to this EOl. PQ questionnaire will be released to those who are found to have met the minimum requirements specified above, and Request for Proposal (RFP) will be issued to those who shall have successfully passed the PQ process.
