The Government of Uganda has applied for a financing from the French Development Agency (AFD), and intends to use part of the funds thereof for payments under the project: "Tourism Enhancement and Biodiversity Conservation in Lake Mburo and Queen Elisabeth National Parks". AFD intends to support through a loan, on granted to Uganda Wildlife Authority (UWA). Through this prospect, UWA currently seeks to recruit a consultant to conduct a technical and financial feasibility study in order to prepare the proposed conservation project. The consultant will also be responsible for drafting the environmental and social management framework (ESMF) of the project, compliant with World Bank standards.

The budget made available by the Government of Uganda for carrying out the feasibility study will be a total of 180,000 EUR. This amount could possibly be revised upwards Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. Similar experience in the region, and specifically in Uganda, will be valued. For that purpose, documented evidence of recent and similar services shall be submitted.

Eligibility criteria to AFD's financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD's website www.afd.fr Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV

Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.

Among the submitted applications, UWA will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the Services shall be sent.

Expressions of Interest must be submitted as four hard copies (1 Original and three Copies) as well as an electronic copy (one PDF file on USB stick) in a sealed envelope or packaging, either delivered by hand, courier to the Executive Director, Uganda Wildlife Authority (UWA).
