1. The Ministry of Energy and Mineral Development (MEMD) has allocated funds to be used for the acquisition of the consultancy services described above.

2. The Entity now invites eligible consultants to submit sealed expressions of interest to assist in the procurement of a consultant to design and supervise the drilling of temperature gradient wells at Kabiro and Panyimur Geothermal prospects, Uganda.

The assignment shall include:

(i) To conduct a feasibility study of the Temperature Gradient Wells drilling at Kibiro and Panyimur geothermal prospects.

(ii) To advise the Ministry on the equipment, safety policies and personnel required to adequately deliver the drilling services. (iii) To assist the Ministry produce designs, Bills of Quantities and bidding documents for the procurement of a drilling contractor. (iv) To participate in the evaluation of the drilling contractor bids.

(v) To participate where applicable in negotiations with the contractor in a manner consistent with Ugandan public procurement laws.

(vi) To inspect all access roads and civil works including water supply system before drilling commences to assure that the project will progress in a timely manner with no unnecessary delays.

(vii) To supervise the Drilling contractor.

(viii) To process, analyse and interpret data from Temperature Gradient Wells and update the existing geothermal conceptual models.

(ix) To locate optimal sites for exploration and/or production drilling.

3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services, supported with relevant documentation.

4. The short listing criteria will include:

a) Minimum Required Experience;

(i) The individual should have 20 years minimum experience in geothermal investigations.

(ii)The individual should have a wide range of skills and experience in Temperature Gradient Well (TGW) drilling operations. These include design, temperature and lithological logging and sampling, ability to handle risks related to blow outs, caving in, and circulation losses.

(iii)The individual should have executed at least five (5) TGW drilling programmes in Fault-controlled Circulation Systems or Basin and Range Geothermal Systems.

(iv)The individual should be registered with a recognised professional body dealing with Geothermal Energy Industry.

(5)Preference scheme shall not apply when evaluating Requests for Proposals from the shortlisted consultants.
