The Ministry of Water & Environment- Water for Production Regional Center East has obtained funds for the procurement of Consultancy Services for Detailed Feasibility Studies and Engineering Design of Nine (9) Small Scale Irrigation Schemes in Eastern and Karamoja Regions of Uganda. The overall objective of the assignment is to carryout detailed feasibility studies and engineering design of nine (09) small scale irrigation schemes, prepare tender documents for construction works and develop operation manuals. Specifically, the Consultant will be required to:

 • Establish the existing and potential water demands for production purposes limited to crop irrigation.

• Make a thorough assessment of the water resources potential in the selected areas.

• Examine and evaluate the potential water sources identified and any other possible alternatives.

• Identify the most appropriate technology option for developing the irrigation infrastructure.

• Undertake detailed feasibility studies and engineering design of the most appropriate small scale irrigation systems for the six districts and produce detailed bills of quantities, design reports and drawings.

• Identify and assess the impact of small scale irrigation schemes on production and productivity. Assess main production constraints and recommend appropriate interventions to ensure sustainability. • Prepare designs and cost estimates for the identified optimal uses for each of the proposed small scale irrigation scheme.

• Develop operation manual for the proposed small scale irrigation schemes.

• Evaluate current production levels and impact of the production after establishment of small scale irrigation infrastructure.

The Water for Production Regional Center East now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria will include: Experience in previous contracts of a similar nature; Detailed Feasibility Studies and Engineering Design Small Scale Irrigation Schemes

Successful bidders should not have conflict of interest in relation to the subject of the procurement, should not be suspended by PPDA, and must demonstrate legal capacity to contract. Bidders should also provide a cover letter, valid trading licence, Certificate of Incorporation, Memorandum and Articles of Association, company profile, evidence of being a local provider. "Local

provider" means a provider registered in Uganda whose majority ownership is held by Ugandan citizens. Documents to be submitted in the bid as proof of eligibility to be a local provider include; Return of Allotment of Shares; and copies of the national identity cards or passports of the majority shareholders. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

A consultant will be selected in accordance with Quality & Cost Based Selection (QCBS) method set out in the PPDA Regulations, 2014. Exclusive reservation by threshold to local providers shall apply.
