1. The Uganda National Roads Authority (UNRA) is responsible for managing, maintaining and developing the National road network across Uganda. UNRA was established by an ACT of Parliament has been in existence since 2008.

2. UNRA is going through a transformation process which necessitates change regarding implementation procedures of some of its activities. One area of change is implementation of social safeguard activities in which UNRA obtained approval of reservation scheme from PPDA to engage NGOS to provide services for Social and Environmental Safeguards on road development projects.

3. UNRA is therefore seeking services of credible NGOs who will work as sub-contractors to civil works contracts to design and implement social risk awareness and mitigation programmes within the contractor's workforce and in project affected communities along the project roads.

4. The scope of this assignment shall include;

a) Carry out baseline assessment of conditions in the project area with respect to; - HIV/ AIDS, protection of children's rights, gender based violence and gender mainstreaming Community Health and Safety.

 b) Identify gaps and potential risks for the project in terms of HIV/AIDS, Gender inequalities and GBV, Child Protection, Community Health and Safety, HIV/AIDS and design mitigation measures to manage such risks).

c) Implement HIV/AIDS awareness and mitigation programme in the contractor workforce and project affected communities and provision of all associated materials such as condoms, testing kits, information posters and leaflets.

d) Carryout activities that increase gender awareness and equity protection against GBV, Child Protection, promote Community Health and Safety in project implementation.

e) Open and operate a clinic on site for contractor personnel. The clinic shall also be used for general first aid. It shall not be the responsibility of the NGO to equip this clinic for anything other than the requirements of the HIV/AIDS and sexual health programme, but the fully qualified nurse that shall be provided by the NGO shall be expected to work full time and to provide essential first aid services to the contractors personnel (in addition to HIV/AIDS testing services).

f) Identify and operate a mobile clinic for provision of HIV/AIDS and other social services of the project-affected communities. Provide support to the contractor's sociologist in sensitizing communities on potential project impacts-this may include wider issues of contractor-community relations and project workers.

h) Develop a monitoring Framework for the HIV/ AIDS, child protection gender, community/

g) occupational health and safety grievance handling and stakeholder engagement.

i) The NGO shall be solely responsible for the analysis and interpretation of all data received for the conclusions they reach and recommendations they make.

j) However, the NGO shall be required to work closely with the client's Engineering representative on site (the Employer's Project Engineer, the Resident Engineer, and the Engineer's Sociologist), the Client Care Officer and other relevant stakeholders including the District and Sub County Local Governments.

5. The pre-qualification will be based on:

• The NGO Organisational structure with key departments-the NGO must have a proper governance structure with a board, management and constitution.

• Experience of Social and Environmental safeguard activities in Uganda

• Evidence of availability of appropriate skills among staff to provide the services.

• Evidence of remittance of applicable statutory taxes.

Selection Criteria.

Short listing shall be based on the eligibility and qualifications (capacity) of the applicant for the consideration under the reservation scheme for NGOs. The shortlist shall be shall be made of the best applicants who are eligible and have exhibited professional and technical capacity as set out in the criteria for evaluation below;

i) Eligibility of the Applicant.

This is to be illustrated and evidenced by submission of the following documents as part of the application; a) Full names of the NGO, address and registration detail with the NGO Registration Board in Uganda including the registration.

b) Authorised contact person

c) Attach a valid tax clearance certificate for period 2017 evidencing compliance with the taxpayers' obligation.

d) A Copy of the Trading Licence of the NGO for 2018 or its equivalent.

 e) Audited books of accounts for the last two (2) years by a firm certified by ICPAU or its equivalent

f) A list of all directors of the applicant, and copies of their valid identifications, nationality and contact details. Details of the Applicant's Contacts details -Physical location, address, telephone, fax and e-mail contacts.

 h) Organizational Profile (brief history, business activities, organizational structure, professional profile of the chief executive).

Where any document required to illustrate and / or evidence eligibility, is required to be certified, certification shall only apply to documents drawn up, and / or issued in Uganda. The certification required shall be that of the issuing Authority or the Registrar of Documents in Uganda. Any document drawn up and / or issued outside Uganda shall be notarized to meet the requirement for certification.

ii) Professional capacity of the Applicant.

The applicant should provide minimum competence — education and experience requirement for the key staff, for evaluation purposes.

iii) Technical capacity of the Applicant.

o Evidence of ongoing activities in Uganda related to Social and Environmental safeguards activities. o Evidence of at least 5 years experience in implementation/management of social risk awareness and mitigation programs particularly HIV/AIDS, child protection, gender awareness creation and protection against GBV, Occupational Health and Safety and grievance handling.

6. On the basis of the applications received, the pre-qualified NGOS will be invited to submit technical and financial proposals.

7. Interested firms may obtain further information at the address below during office hours from 08.00 hours to 16.00 hours (local time) on Mondays to Fridays.

8. Expression of Interest in English in one Original and two copies must be delivered to the address below in person on or before 7th June, 2018 at 11:00am with the envelope or packaging clearly marked "EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR AWARENESS CREATION, MITIGATION, AND MANAGEMENT OF HIV/AIDS AND OTHER SOCIAL SAFEGUARD RISKS ON UNRA ROAD UPGRADING AND REHABILITATION PROJECTS." The bids will be opened in the presence of the applicants' representatives who may choose to attend at the address below on 7 June 2018 at 11.30am.
