BACKGROUND:

The Office of the Auditor General (OAG) is the Supreme Audit Institution (SAI) of Uganda mandated, under Article 163 (3) of the 1995 Constitution (as amended), to audit and report on the public accounts of Uganda and of all public offices, including the courts. the central and local government administrations. universities and public institutions of like nature, and any public corporation or other bodies or organizations established by an Act of Parliament.

In 2008 the National Audit Act, (NAA) was enacted to operationalize article 163 of the constitution. The NAA also empowered the OAG to employ such staff as maybe necessary for the efficient performance of its functions.

The implementation of the NAA resulted into a series of structural changes that included creation of new directorates and recruitment of various disciplines. These changes included introduction of new positions and changes in the current job functions of a number of positions to varying degrees.

OBJECTIVES:

The overall objective of the assignment is. for the consultant to conduct a comprehensive job evaluation and salary survey of all the positions in the OAG and provide information and recommendations that will guide management in making decisions on ensuring that the OAG continues to attract and retain highly qualified, competent and skilled staff in order to deliver on its goals and strategic objectives.

In line with this, GIZ Strengthening External Audit Component under the Governance and Civil Society Programme, intends to procure a Consultant to undertake a comprehensive Job Evaluation and Salary Survey. This exercise will be carried out in accordance with the existing laws of Uganda, regulations and policies relating to the Office of the Auditor General.
