The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community.

One of the ways in which ReCAP is promoting safe and sustainable rural access in Africa is through Long-Term Pavement Performance (LTPP) monitoring of low volume roads; and making the data available on the regional database that was developed under the Back-Analysis Project.

The Uganda National Roads Authority (UNRA) has set out to have 20,000 km of first class roads with comfortable riding experience, predictable travel times and safe journeys by 2025. As a drive towards fulfilling this vision in a sustainable and cost effective manner, UNRA is exploring the applicability of non-conventional and local materials through construction of trial sections as well as assessment of their performance. In continuation of this effort, UNRA requested support from ReCAP for setting up a LTPP monitoring programme for the trial sections.

ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is therefore seeking proposals from suitably qualified organisations to implement a project entitled: Long-Term Pavement Performance (LTPP) Monitoring and Evaluation of Low Volume Road Sections in Uganda. The objective of the Long-Term Pavement Performance (LTPP) monitoring programme is to provide performance-based evidence that will support the establishment of appropriate standards for adoption of Low Volume Sealed Roads technology in Uganda. The roads shall be monitored and evaluated in terms of: Pavement design and performance; Surfacing performance; Drainage design and performance; and Geometric design and Road Safety.

This tender procedure is restricted to National organisations based and registered in Uganda. Interested tenderers are advised that the indicative budget available for this contract is a total of GBP 130,000.

A tender information meeting will be held on 06th June 2018 at 10:00am Uganda time to answer any questions on this procurement that tenderers may have. Questions may be submitted in writing in advance or can be raised at the meeting. Minutes will be taken during the meeting and these will be distributed, together with any clarifications in response to written requests that are not addressed during the meeting, in writing to all the tenderers no less than 10 calendar days before the deadline for submission of tenders. The meeting will take place at UNRA Kyambogo Conference Hall, Uganda National Roads Authority, Public Works Training Centre, Plot 2, Gloucester Avenue, Kyambogo, Kampala, Uganda.
