. The Ministry of Finance, Planning and Economic Development through the Third Financial Management and Accountability Programme (FINMAP III) is in the process of carrying out procurement for Design and Build of the new office block for the Ministry of Finance, Planning and Economic Development at Plot 2-12 & 2A Apollo Kaggwa Road, Kampala

2. The Entity invites sealed bids from eligible bidders for the provision of the above works.

3. Bidding will be conducted in accordance with the open domestic bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.

4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 8:00am to 5:00pm only during working hours.

5. The Bidding documents in English may be purchased by interested bidders on submission of a written application to the address below at 8(b) and upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand only) or its equivalent in a freely convertible currency using exchange rates published by Bank of Uganda on the date of purchase of the documents. The method of payment shall be by cash /EFT. Bidders who request for documents to be sent by courier will pay additional costs for courier services accordingly. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below at 8(c) at or before: 1500Hrs Local time on 17 July 2018. All bids must be accompanied by a bid security of UGX 720,000,000 (Uganda Shillings Seven Hundred Twenty Million). Bid securities must be valid until 28 February 2019. Late bids shall be rejected. Bids shall be opened in the presence of the bidders' representatives who choose to attend at the address below at 8(d) on 17 July 2018 at 15 30 Hrs Local Time.

7. There shall be pre-bid meeting held on 22 June 2018 at address 8(d)
