1. Background Government of Uganda has received financing from the World Bank towards the cost of the Albertine Region Sustainable Development Project (ARSDP), and intends to apply part of the proceeds for consultancy services. The Consultancy services include Preparation of Environmental and Social Impact Assessment Reports & Resettlement Action Plans for Selected Roads in Buliisa and Hoima Districts and Renovation of Buliisa Town Council Offices. The ARSDP is a World Bank-funded project implemented by three entities, that is, The Uganda National Roads Authority (UNRA), Ministry of Lands, Housing and Urban Development (MLHU&D), and Ministry of Education & Sports. The Project responds to the recent discovery of commercial quantities of oil and gas in the Albertine Graben Region, an "emerging sector which will feature prominently in Uganda's development in the decades to come.

2. Objective of the Consultancy The objectives for the assignment include the following; a) To identify and assess the potential environmental and social impacts for selected roads and rehabilitation of office premises b) To recommend enhancement measures for positive environmental and social impacts and mitigation measures for the negative environmental and social impacts c) To prepare appropriate Resettlement Action Plans (RAP) for the sub-projects for approval by the Chief Government Valuer (CGV) d) To prepare an Environmental and Social Impact Assessment (ESIA) Report / Environmental and Social Management and Monitoring Plans for review by the Ministry of Lands, Housing and Urban Development, clearance by the World Bank and approval by National Environment Management Authority (NEMA). The implementation period for the Consultancy services is 4 calendar months.

3. The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants intending to participate in the selection process are advised to refer to details of this assignment in the 7erms of Reference', uploaded in the website www. mlhud.go.ug. The shortlisting criteria are:

a) The Consulting Firm should have at least 5 (five) consecutive years of similar consultancy experience in Environmental and Social safeguards assessment of infrastructure projects in Uganda. b) The Firm should have developed at least three (3) ESIA reports within the last five (5) years

c) The Firm should have experience working in similar environment or in developing countries. d) The Firm should have a valid registration with National Environmental Management Authority as Environmental practitioner. e) Availability of qualified and skilled personnel in the following areas; Environmental Management, Forestry, Natural Resources, Botany or Zoology, Aquaculture and Fisheries, Social Work, Sociology, Development Studies, Land economics or related field. 4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

5. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The type of association where applicable whether Joint Venture or Sub Consultancy should be clearly indicated in the Expression of Interest.

6. A Consultant will be selected in accordance with the Quality & Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
