GIZ's Strengthening Governance and Civil Society Programme (GCSP) has been commissioned by the German Federal Ministry for Economic Cooperation and Development and is implementing the "Civil Society in Uganda Support Programme" (CUSP) through a Delegated Agreement with the European Union. For both programmes, important baseline data needs to be collected for some indicators at outcome and output level. It is against this background that GIZ seeks the services of a consultant to carry out a baseline study on:
a. the quality of representation of members' interests by their respective organisation's management (on a scale 1 = very good to 6 = very limited/insufficient) in six network organisations; and
b. the participation levels in relevant sub-national consultation and coordination processes between state and civil society (measured — at least — by the number of meetings per year and the number of civil society actors participating in the identified processes) in at least 15 districts nation-wide.
Particularly, the consultant is expected to carry out the following tasks:
A. Development of data collection methodology - Develop suitable and repeatable methodologies for data collection (questionnaire and sampling methodology) on the above-mentioned topics.
B. Data collection - Carry out data collection on the above-mentioned topics through suitable surveys and a desk study on institutionalized (with a legal backing) sub-national consultation and coordination processes between state and civil society.
C. Data analysis Carry out data analysis on the above-mentioned topics.
D. Report writing - Write a report of maximum 25 pages (excluding annexes) summarizing baseline data and demand analysis. The consultant is expected to carry out the above-mentioned tasks nation-wide between the 20th August and 23rd November 2018. Interested consultants should possess:
1. A strong background in social sciences
2. Experience in conducting medium scale quantitative research projects
3. Experience with quantitative data analysis (SPSS or similar)
4. Knowledge of CS landscape, actors and governance in Uganda in general would be beneficial
