The Ministry of Water & Environment, Water for Production Regional Centre — North has obtained funds for the procurement of Consultancy Services for Detailed Studies and Engineering Design of three (3) Valley Tanks in the Selected Districts of Arua, Yumbe and Amolatar.

The overall objective of the assignment is to carryout detailed feasibility studies and engineering designs of three (3) Valley Tanks in the selected Districts of Arua, Yumbe and Amolator.

Specifically, the Consultant will be required to: Establish the Existing and Potential water demands for Production Purpose including but not limited to; Irrigation and Aquaculture, Animal Watering, Rural Industrial and agro business and domestic,

Make thorough assessment of the water resources potential in the selected areas,

Examine and evaluate the potential water sources identified and any other potential alternatives Identify and propose the most appropriate technology for developing existing water resources in order to meet water demands

Undertake detailed design of three (3) water production facilities (that is, valley tanks) for the three (3) districts and produce detailed bills of quantities, design reports, drawings and tender documents

Identify and assess optimal use of the proposed water for production facilities and its impact on production and productivity. Assess main production constraints and recommend appropriate interventions to ensure sustainability. Prepare design and cost estimates for the identified optimal uses for each of the proposed water for production facilities. Develop operation manual for the proposed water for production facilities.

The short listing criteria will include: Experience in five (5) previous contracts of a similar nature, complexity and magnitude (detailed feasibility studies and engineering design of valley tanks and irrigation systems). Availability of key personnel including: Team LeaderlWater Engineer, Geotechnical Engineer, Hydraulic/Design Engineer, Hydrologist/Water Resources Expert, Land Surveyor, Environmental Specialist, Agronomist, Sociologist.

Successful bidders should not have conflict of interest in relation to the subject of the procurement, should not be suspended by PPDA, and must demonstrate legal capacity to contract. Bidders should also provide a cover letter, valid trading licence, Certificate of Incorporation, Memorandum and Articles of Association, company profile, evidence of being a local provider. "Local provider" means a provider registered in Uganda whose majority ownership is held by Ugandan citizens. Documents to be submitted in the bid as proof of eligibility to be a local provider include; Return of Allotment of Shares; and copies of the national identity cards or passports of the majority shareholders.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. A consultant will be selected in accordance with Quality & Cost Based Selection (QCBS) method set out in the PPDA Regulations, 2014. Exclusive reservation by threshold to local providers shall apply.
