1. The Government of Uganda through the Office of the Prime Minister has allocated funds to be used for: - Construction of a new dining hall in Kotido Secondary School and demolishing the old one with asbestos roofing sheets AND - Procurement of hand hoes under framework contracting arrangement

2. The Entity invites sealed bids from eligible bidders for the provision of the above works and supply.

3. Bidding will be conducted in accordance with the open domestic bidding method contained in the Government of Uganda’s Public Procurement and Disposal of Public Assets Act, 2003 and is open to all bidders.

4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below in No. 8(a) from 08:00 to 17:00 hours during offi cial working days.

5. The Bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below in No. 8(a) and upon payment of a non-refundable fee of Uganda Shillings One Hundred Thousand only per procurement.

6. Bids must be delivered to the address below in No. 8(a) at or before 11.00 a.m. on 26th March, 2019. All bids must be accompanied by a bid security in form of an Unconditional bank guarantee as follows: Construction of a new dining hall in Kotido Secondary School and demolishing the old one with asbestos roofing sheets: bid security of 12M/= (Uganda Shillings Twelve million) valid until 30th September 2019. Procurement of hoes under framework contracting arrangement: bid security of 4M/= (Uganda Shillings Four million) valid until 30th September 2019. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives, who may choose to attend at the address below in No. 8(b) at 11.30 a.m. on 26th March, 2019.

7. There shall be a pre-bid meeting on 28th February, 2019 starting at 10.00 a.m for hand hoes and 11:00am for the Construction of Kotido Sec. Sch. at the address indicated below in No. 8(b). Bidders are encouraged to contact the Headmaster, Kotido Secondary School in order to conduct the site visit at their convenience and cost.

8. (a) Documents may be inspected, issued and delivered to: Procurement and Disposal Unit, Offi ce of the Prime Minister, 2nd Floor, New Government Block. (b) Address of Pre-bid meeting & Bid Opening: As above in No. 8(a) above

 9. The Planned Procurement Schedule (subject to changes) is as follows:

a. Publish bid notice 21st February, 2019

b. Pre-bid meeting 28th February, 2019 at 10.00 a.m. for hoes and 11.00 a.m for the works

c. Bid closing date 26th March, 2019 at 11.00 a.m.

d. Evaluation process (Within 40 working days from bid closing date for the works and within 20 working days for the hand hoes)

e. Display and communication of best evaluated bidder notice (Within 5 working days from Contracts Committee award)

f. Contract signature (After expiry of at least 10 working days from display of the best evaluated bidder notice and Attorney General’s approval).
