1.The Government of Uganda through Ministry of Lands Housing and Urban Development (MLHUD) has allocated resources to design, develop and implement the National Land Valuation Information Management System (LVIMS). THE Land Valuation information Management System shall among others host updated indicative land and property values, property yield, GIS, Physical plans and various reports for the country. The dissemination of land valuation information shall improve availability of comparable data used by both public and private practitioners. In turn, access to information shall minimise speculations in valuation for acquisition of land for Government projects. The system shall improve the management and collection of taxable and non-taxable revenue. Additionally, LVIMS will contain up-to-date data on land values, infrastructure, utilities and property yields, reports etc. This information shall assist Government in decision making on matters pertaining to resource allocation, service provision, physical planning, environmental management, land use zoning, mining and taxation, environment and social risks assessments, resettlement, etc. The background to the development of the LVIMS is anchored in the dire need by Government to address valuation variances and implement valuation standards in Uganda. Furthermore, the introduction of the Land Information System left out valuation workflows which have largely remained manual. Whereas valuation in many developed economies has been modernised through establishment of robust Land Valuation Information Management Systems, valuations in Uganda are still rudimentary. Earlier benchmarking consultations with the Royal Institute of Charted Surveyors (RIGS), University of Reading in the United Kingdom, Government of Mauritius, Government of South Korea and FIG Conference Istanbul Turkey, 2018 have all pointed out the glaring need to establish a Land Valuation Information Management System.

2. The overall objective of the assignment is to provide consultancy services for System Analysis, System Design and System Requirements for the National Land Valuation Information Management System (LVIMS) that is scalable, robust and comprehensive.

3. The consulting services are expected to take 6 months.

4. The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.

5. Interested Consultants should provide information in form of brochures, company profiles, etc., demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants should indicate their interest in providing the Services by responding to this request for expression of interest

6. The Expression of Interest will be evaluated based on the Public Procurement and Disposal Act and Regulations (2003 and as amended) and each Firm will need to submit 5 copies of the documents (soft copy [PDF] & hard copy).

7. The short listing criteria: Firms shall be evaluated based on the following criteria: (i) Eligibility requirements including:

a. Valid practicing and/or trading license 2019 or its equivalent,

b. Certificate of incorporation or Registration

c. Company documents including Memorandum and Articles of Association.

(ii) General Experience of the firm of at least ten (10) years in Development and Application of land information or valuation Information System;

(iii)Specific Experience of at least five (5)years in System Analysis, System Design and System Requirements;

(iv)Presence of skills among the consultant's personnel and in adequate numbers in the following areas:

a. Team Leader / Institutional Development Expert

b. Valuation Expert c. Software Developer/IT Expert

d. Econometrician Expert (1)

e. Physical Planning Expert

f. Geo informatics/Geographic Information Systems (GIS) Specialist

g. Surveying and mapping imagery Specialist h. Land Information System expert

8. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. However the E01 should specify the nature of association i.e. whether joint venture or sub-consultancy.

9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
